NRG2peers: Towards a new generation of EU peer-to-peer Energy Communities facilitated and empowered by user-centred energy trading mechanisms and platform-based business models

Project
The main goal of NRG2peers is to support the adoption of a next generation of European peer-to-peer energy communities. NRG2peers will create a three-tiered platform, which will support residential energy communities to increase energy efficiency and integrate a greater share of renewable energy. The NRG2peers platform aims to support the adoption and multiplication of interested, user-centric residential energy communities legally and technically in three concrete ways:

Aims
Level 1: Collection of experiences from operational peer-to-peer energy communities, whose evaluation schemes are already compliant with national and EU legislation, in order to provide framework indicators at organisational, institutional, market, technological, social to encourage public and private sector investment at local level and support decision-making and policies at Member State and EU level to ensure a consumer-friendly environment;
Level 2: Provide intelligent energy demand response mechanisms to optimize energy consumption and peak demand at the community level. The NRG2peers platform will adopt mechanisms to ensure energy optimization, for which there are three main objectives: 1) Financial savings for customers at the community level; 2) CO2 and environmental savings at the community level; 3) local self-sufficiency in terms of energy;
Level 3: Adoption of community-based remedial mechanisms for peer-to-peer transaction of renewable energy. NRG2peers platform will drive maximum deployment and consumption of (local) renewable energy production and consumption

Actions
The pilot case that the Municipality of Milan is carrying out, as a simulation for study purposes, concerns public residential buildings; specifically, these are three buildings located in via San Bernardo at numbers 29 A, 48 and 50.
They were selected as they present technical characteristics suitable for the creation of an energy community. The interventions range from tracing missing equipment and technical barriers still existing in modernized buildings, to the definition and identification of all regulatory and legislative barriers, also linked to social and human factors.
The regulatory, financial and legislative feasibility of energy communities at a national level is confirmed by the recent approval, within the Milleproroghe decree, of the amendment establishing "collective self-consumption energy communities" in full acceptance of the European Directive 2018/2001 on promotion of renewable energy sources.
This evaluation also allows us to integrate the national level with the regional one in order to evaluate the general applicability of the NGRP2P methods. Last point, the action of the Municipality of Milan must support the use of NGRP2P methods, therefore also in the sense of diffusion and communication: in this sense the relevance of the Milleproroghe decree as a tool for facilitating these processes is reiterated.

Expected results
Combining 3 layers with features that support peer-to-peer behavioral incentives, the NRG2peers platform aims for global energy and CO2 savings at the community level and for investments initiated in sustainable energy in the EU.
