The project

Inserted in the context of the EASI (Employment and Social Innovation) program, FAB (Fast Track Action Boost) aims to integrate migrants and asylum seekers into the labor market, with particular attention to the condition of migrant women.
The project and its purpose derive from the analysis of the critical issues related to reception, among which the inactivity of migrants and asylum seekers was highlighted; they are also consistent with the agenda of the European Union (the references are the Action Plan on the Integration of Third Country Nationals and the document A New Kills Agenda for Europe - Working Together to Strengthen Human Capital, Employability and Competitiveness).

The role of cities is essential to achieve greater integration of migrants and asylum seekers, which is why "FAB" aims to take a perspective centered on the cities themselves, strengthening the skills and knowledge of key actors at city level, so as to be able to achieve to the development of innovative practices to address an issue that has become crucial.

In view of its purpose, FAB is based on three pillars:

1.    The creation of an efficient multi-level partnership,
2.    Experimentation and, in a subsequent phase, the adoption of experiences made within the partnership itself,
3.    The definition of innovative measures, which may also include action towards national policy makers.

The Municipality of Milan plays the role of leader within a broad partnership made up of the following bodies:

•    Afol Metropolitana (Metropolitan Agency for training, orientation and work),
•    Agencia para el Empleo of the city of Madrid,
•    MetropolisNet EEIG (EWIV) - Berlin,
•    Institut für Sozialökonomische Strukturanalyzen GMBH - Berlin,
•    Senatsverwaltung für Integration, Arbeit und Soziales - Senate of the Municipality of Berlin,
• Stadtschulrat für Wien - Vienna Board of Education,
•    City of Stockholm, Labor Market Administration,
• Ministry of Labour, Employment, Veteran and Social Affairs - Serbia.

The project lasted 24 months, from 1 February 2018 to 31 January 2020.

The project aimed to achieve certain objectives:

  • Define indicators and parameters to be able to monitor interventions towards migrants and asylum seekers, so as to have more detailed information to plan actions in a targeted way
  • Identify a target of subjects with whom to implement innovative measures in order to create a truly new model of social care and inclusion, which can be extended on a regional and national scale
  • Exchange and compare good practices within the partnership in order to then develop common strategic lines

To achieve the set objectives, the project envisaged a series of concrete actions:

  • Conduct research focused on the reference context
  • Identify and study innovative policies and effective practical measures, which will be tested with a group of 50/70 beneficiaries, including a percentage of women equal to 25% and approximately 10 unaccompanied minors
  • Carry out study visits and compare respective models and practices within the partnership, also with a view to a peer mentoring system between partner institutions
  • Evaluate and disseminate the results obtained

  • Greater knowledge of the conditions of migrants and asylum seekers and of the practical measures that concern them in the context of partner institutions
  • Creation of an efficient peer mentoring system within the partnership in order to compare, exchange and adapt intervention models and practices relating to integration to one's own context
  • Greater integration of migrants and asylum seekers
  • Strengthening the capacities of administrations and multi-level partnerships through the development of innovative practices and policies
