Milan Stadium: communication calling for the Public Debate

The Municipality of Milan has called a Public Debate to discuss the Technical and economic feasibility study relating to the Milan stadium, deemed by the Municipality to be of public interest.

The feasibility study is aimed at construction of a new multifunctional sports complex in the San Siro district area - site of the current stadium - and was prepared by the sports clubs AC Milan SpA and FC Internazionale SpA Monitored by National Commission for Public Debate, chaired by Caterina Cittadino, the debate is coordinated by Andrea Pillon and co-coordinated by Francesca Fazio (of “Avventura Urbana Srl”, a company selected through a public tender procedure). The team that manages the activities is made up of 15 people (8 women and 7 men), including technicians and expert staff.

The intervention is among the works subjected to the Public Debate procedure (as required by Prime Ministerial Decree no. 76 of 10 May 2018).

The start of the public debate concerning the Milan Stadium took place on 28 September 2022. All the relevant documentation and methods of participation in the debate can be found on the website Public Debate

The Public Debate is an opportunity reserved for citizens and anyone interested in participating, to share the reasons for a project, its technical and functional characteristics, its social, economic and environmental impacts.

The Debate begins with the presentation of Project dossier, presented during public and in-depth meetings that encourage public participation and discussion between the proponents and the public itself.

The Public Debate ends with the presentation of two reports:

  • the first, defined Final report, is edited by the coordinator of the Public Debate and summarizes the findings that emerged during the meetings (activities carried out, topics debated, proposals for improvement or alternatives, possible critical issues)
  • the second, named Final dossier, is edited by the body that called the debate and contains its final assessments in light of the issues, proposals and positions that emerged during the public debate

Calendar of meetings, topics of discussion, methods of participation in the debate and related material - including that collected and produced during meetings with citizens - will be published on the website of the Public Debate prepared and managed by the coordinator.

The proposal presented envisages the urban transformation of a vast area of ​​the San Siro district - home to the current stadium - owned by the Municipality, currently used as car parks, areas for the inflow and outflow of spectators, a green portion and inside lies the current Meazza stadium.

The construction of a new modern sports facility is planned in the western area of ​​the Patroclo underpass, identified as the "Stadium Sector" and the consequent redevelopment of the area between the Patroclo underpass and the former Trotto area, identified as the "Multipurpose Sector", all inside which green spaces will be implemented as much as possible.

The goals

According to what was presented, the proposed intervention responds to sporting, social, environmental and urban planning objectives. It therefore envisages the construction from scratch of a stadium that responds to the needs expressed by AC Milan SpA and FC Internazionale Milano SpA to have a modern, efficient sports structure capable of minimizing the acoustic impact of the hosted events and guaranteeing high environmental and energy sustainability requirements, in line with the most advanced international standards.

The proposed intervention has the merit of also contributing to the regeneration of a large urban area, the one in which the stadium is located, currently de-qualified by the large asphalt surfaces used only for the events held in the stadium; the proposed regeneration will contribute to building a "new centrality" of the city of Milan, also thanks to the potential creation of green spaces connected to the neighboring park system.

Production times and costs

The works will begin in 2024 and will cover a period of 7 years.
Completion is scheduled for 2030. 

The overall investment amounts to approximately 1,3 billion euros and will be entirely supported by AC Milan SpA and FC Internazionale Milano SpA

Saturday November 12 2022 the neighborhood workshop open to all towns and citizens will be held on the proposal for the new Milan Stadium.

The meeting scheduled for the public debate will be held at the San Siro Stadium (Executive Room 1 – Entrance 7) from 10:00 to 16:00.

The objective of the design laboratory is to inform the participating people about the proposed intervention and stimulate a discussion between citizens, proponents and technicians on the design aspects of the new stadium proposal and the possible impacts on the neighborhood.

The workshop lasts approximately one hour and there are 6 different shifts in which you can participate.
All townspeople and citizens are invited to take part in the workshop.

To participate you must register via site of public debate by clicking on your preferred time slot.

At the conclusion of the public debate, called by the Administration on the Proposal for the Technical-Economic Feasibility Study relating to the Milan Stadium, the final Dossier is published.

The document consists of two sections, dedicated respectively:

  • the first, to the synthetic description of the progress of the entire procedure of the public debate, with reference for details to the Final Report and the Synoptic Table of the Results of the Debate prepared by the Coordinator;
  • the second, to the evaluation of the observations and contributions that emerged during the debate itself and to the final decisions of the municipal administration taken with the municipal council resolution no. 28 of 19 January 2023.
