Area B | Reasons

In May 2018, Italy was referred to the European Court for failure to comply with the air quality limits relating to PM10 and the infringement procedure for exceeding the air quality limits relating to nitrogen dioxide is still open (NO2).

According to the WHO's IARC (International Agency for Research of Cancer), air pollution is a "certainly carcinogenic" agent (risk class 1).

The component of air pollution subjected to a specific evaluation is that of atmospheric particulate matter, for which a correlation has been demonstrated between the increase in mortality and the average annual exposure to PM2,5 concentrations, as well as an increase of risk for tumor diseases such as lung cancer (+22% incidence per increase of 10micrograms/mc PM10).

Area B is fair
It limits access to older and more polluting vehicles, allowing access only during times of less intense and frequent use, without penalizing occasional access.

Area B is effective
It intervenes on 65% of the annual atmospheric emissions produced today by vehicular traffic.

Between 2019 and 2026
Area B
makes it possible to reduce atmospheric emissions from traffic by a total of around 25 tonnes of PM10 in the exhaust and by 900-1.500 tonnes of nitrogen oxides.

PM10
Acceleration is immediate:

  • -14% emissions in 2019
  • -24% in 2020
  • -21% in 2021.

In the first 4 years, PM10 emissions are reduced by half (15 tonnes).

Nox
The acceleration occurs between 2023 and 2026 with -11% each year. Between 2019 and 2022 the decrease is -4% / -5% per year.
