An exemption is foreseen Until 30 September 2024 for passenger transport vehicles powered by diesel fuel Euro 5 and used by craftsmen for:

• construction, installation and maintenance activities for passenger transport vehicles (ATECORI Codes 2007 Section F div. from 41 to 43)

1. Derogation until 30 September 2024 for Euro 5 diesel vehicles for transporting people with the following characteristics:

• double controls for driving school use M1, M2, M3 (ATECORI Codes 2007 Section P. Group 85.53).

2. Exemption for vehicles for transporting people with the following characteristics:

• double controls for driving school use N2, N3 for driving exercises or for carrying out exams to obtain C and CE driving licenses (ATECORI Codes 2007 Sec. P. Group 85.53

Validity of the exemption

• until 30/09/2024 for:
  - Euro 0-I-II-III diesel without DPF
  - Euro III diesel with FAP as standard and with field V.5 registration certificate >0,02 g/kWh or without value in field V.5 registration certificate
  - Euro 0-I-II-III diesel with after-market DPF with particulate mass class lower than Euro IV
  - Dual fuel diesel/LPG and diesel/methane vehicles Euro 0-I-II-III
  - Euro IV diesel without DPF
  - Euro III-IV diesel with standard FAP and with V.5 registration card field > 0,01 g/kWh
  - Euro IV diesel with DPF as standard and without value in the V.5 registration certificate field
  - Euro 0-I-II-III-IV diesel with after-market DPF installed after 30.04.2019 and with particulate mass class equal to at least Euro IV
   
• until 30/09/2025 for:
  - Euro III-IV diesel with standard FAP and with V.5 circulation card field <=0,01 g/kWh
  - Euro 0-I-II-III-IV diesel with after-market DPF installed by 30.04.2019 and with particulate mass class equal to at least Euro IV
  - Euro V diesel without DPF
  - Euro V diesel with FAP as standard and with field V.5 registration card >0,01 g/kWh or without value in field V.5 registration card
  - Euro V diesel with after-market DPF and particulate mass class lower than Euro VI

• vehicle registration certificate

vehicles used for the transport of people powered by Euro 5 class diesel fuel of law enforcement employees may benefit from an exemption for service needs not otherwise programmable, at times not covered by scheduled public transport.

Validity of the exemption

• the exemption is in force until 30 September 2024

Workers who use vehicles for transporting people that they own or have exclusive use powered by Euro 5 diesel they can request the exemption for Area B in one of the following cases:

• they travel between home/work and work/home during the time slot in which there is a reduced public transport offer
• they work in shifts with entry to the workplace before 7:00 am or exit after 21:00 pm.

• the exemption is in force until 30 September 2024

Documentation to be attached online

• for employees of private companies: certificate issued by the employer, containing the employee's personal data, the company data, the type of contract (permanent, fixed-term) with indication of any expiration, drawn up on company letterhead and signed by the Human Resources manager or by the employer
• for employees of public administrations or public service managers: self-certification of the interested party containing the employee's personal data, the company/entity data (company name, tax code/VAT number), a company reference with relative email address at which to activate the checks, the type of contract (indeterminate, fixed) with indication of any expiration, accompanied by the declarant's identity document.

Example of self-certification for public administration employees or public service managers:
"The undersigned ...... (name, surname and personal data),

to be hired on a fixed-term contract ...... (indeterminate/determinate) with expiry ..... (dd/mm/yyyy),  at ..... (company name, headquarters, tax code/VAT number, name of a contact person and related email address) and to carry out his work with a shift-based schedule which entails entering service before 7 am or leaving service after 00 pm."

General Practitioners and Family Paediatricians who practice in Milan City ATS District equipped with a passenger transport vehicle owned or exclusively used by diesel fuel Euro 5 they can request the exemption for carrying out home visits.

Validity of the exemption

• the exemption is active until 30 September 2024

Documents to attach online

• vehicle registration certificate
• delivery report for leased or rental vehicles
• certification certifying registration in the ATS list of GPs and PLS

Those who have the obligation to live in a military barracks located within Area B can request the exemption for vehicles for transporting people owned or in exclusive use powered by Euro 5 diesel.

Validity of the exemption

• the exemption is active until 30 September 2024

Documentation to be attached online

• declaration from the responsible manager on the organisation's headed paper with indication of the email address, to be used for random checks

1. Vehicles used for the transport of people suffering from serious pathologies and rare diseases who require life-saving therapies certified by the healthcare facility providing the service.

This exemption is recognized:

• to those who go to the aforementioned health facilities within Milan
• to residents in Milan who benefit from the same care in healthcare facilities outside the Municipality of Milan

The request for exemption must be sent by midnight of the day following transit.

Validity of the exemption

• The validity period of the registration (start date/end date) must be indicated in the certification issued by the healthcare facility that provided the service
• in the absence of specific indications, only the date of issue of the certification by the healthcare facility that provided the service will be considered valid

Documents to attach to the online request

• certification issued by the healthcare facility that provides the service with explicit indication of the period in which the therapy will be carried out (beginning and ending).

2. Vehicles for transporting people to emergency facilities which certify the performance.
This exemption is recognized:

• to those who go to the aforementioned health facilities within Milan
• to residents in Milan who benefit from the same care in healthcare facilities outside the Municipality of Milan

Documents to attach to the online request

• certification issued by the healthcare facility that provided the service, with indication of the day

Volunteers in service at bodies recognized by the municipal administration of Milan or other relevant institutions, equipped with vehicles for transporting people powered by Euro 5 diesel, they can ask for postpone the entry into force of the ban by one year access and circulation in Area B for their vehicle.

The request is allowed when both of the following conditions are met:

1. the vehicles are owned or used exclusively by volunteers serving bodies recognized by the municipal administration of Milan or other relevant institutions
2. the volunteers work in the social and health care sector to carry out the tasks free first aid and public assistance services whose place of service is within the Municipality of Milan and their shift ends between 23pm and 00am
