Area B | Exceptions for the transport of dangerous goods

Vehicles transporting ADR Class 1 dangerous goods can access and circulate in Area B only by requesting an exemption.

To request the exemption you must have an active profile on Area B platform e have registered the vehicle to be waived.

The ADR Agreement qualifies as Class 1 dangerous goods:

  • explosive materials: solid or liquid substances (or mixtures of substances) which are capable, by chemical reaction, of evolving gases at such a temperature, pressure and velocity that damage may result in the vicinity
  • pyrotechnic materials: substances or mixtures of substances intended to produce a heating, lighting, sound, gaseous or smoke effect, or a combination of such effects, as a result of exothermic, self-sustaining, non-detonating chemical reactions
  • explosive objects: objects containing one or more explosive or pyrotechnic materials
  • materials and objects not mentioned above, which are manufactured to produce a practical explosion effect or a pyrotechnic effect.

Vehicles transporting Class 2, 3, 4, 5, 6, 7, 8, 9 ADR dangerous goods do not require an exemption.

For access and circulation in Area B, an exemption is required:

  • EX II and EX III vehicles owned or used by companies with operational headquarters within Milan
    - the data are verified by the Municipality of Milan through computer links to the databases of the Business Register of the Chamber of Commerce and Motor Vehicles
    - the period of validity of the exemption cannot exceed the maximum limit of 1 year
     
  • EX II and EX III vehicles from suppliers and/or usual customers directed to companies and transport recipients with operational headquarters within Milan
    During registration, interested parties must attach:
    • vehicle registration certificate
    • delivery report for leased or rental vehicles
    • transport document (DDT) or in the case of goods vehicles coming from abroad, international consignment note (CMR) or certification attesting to the contractual duration between the carrier and the client, recipient or sender (as per the specimen downloadable in the section Attachments).

      The exemption runs from the day of inclusion in the Area B online service until the legal availability of the vehicle exists and in accordance with the attached documentation (DDT/CMR/Contract). In any case it cannot exceed the maximum limit of 6 months.
       
  • EX II and EX III vehicles from suppliers and/or occasional customers directed to companies and transport recipients with operational headquarters within Milan
    - during registration, interested parties must attach:
    • vehicle registration certificate
    • delivery report for leased or rental vehicles
    • transport document (DDT) or in the case of goods vehicles coming from abroad, international consignment note (CMR).

      The exemption runs from the day of inclusion in the Area B online service until the legal availability of the vehicle exists and in accordance with the attached documentation (DDT/CMR/Contract). In any case it cannot exceed the maximum limit of 6 months.

Validity of the exemption

  • This type of authorization is mandatory at all times, regardless of the activation times of Area B. It is therefore required from Monday to Sunday, from 00:00 to 24:00, without exceptions
  • it is mandatory to request the exemption before logging in to Area B
  • the duration of the exemption for each type of vehicle is specified, case by case, in the paragraph Which vehicles should apply for the exemption.

Limits of the exemption

  • Registration of the license plate does not exempt the vehicle from applicable restrictions based on environmental performance
  • Furthermore, it is not valid for the other ZTLs located within Area B (Area C and preferential lanes reserved for public transport).
