City Building Observatory

The City Building Observatory, established pursuant to art. 4 of the Building Regulations, has the task of supporting the Municipal Administration in the updating and interpretation of the same regulation, as well as proposing innovative solutions, including organizational and procedural ones. 

Appointed by the City Council for a period of three years, it is made up of a Manager of the Organizational Units competent in construction and urban planning matters and experts in the following subjects:

  • building and urban planning legislation;
  • architectural design;
  • environmental sustainability;
  • construction techniques and technology;
  • landscape protection;
  • disability.

These experts - with expertise in more than one of the aforementioned subjects - are chosen from among three names reported by the individual professional associations and colleges. 

The Observatory, by 30 June of each year, presents to the Council, the Area Councils and the competent Councilor a report on the problems that have emerged in the application of the Building Regulations, possibly presenting proposals for modifications and additions.

The managers of the urban planning and building offices of the Municipal Administration, the Landscape Commission, the Area Councils, the Orders, the Colleges and the Trade Associations can report to the email address SUE.observatoriedilizio@comune.milano.it the legal, procedural and technical problems of a general nature inherent to the application of the aforementioned regulation.

With the City Council Resolution of 1 April 2022, the following members were appointed (of which 4 are women):

  • Lawyer Angelo Leone, bar association
  • Arch. Clara Maria Rognoni, order of architects 
  • Eng. Carlotta Penati, order of engineers
  • Geom. Rossella Merli Tosi, college of surveyors
  • Dr. Giorgio Carlo Sensalari, order of geologists
  • Dr. Annalisa Tataranni, order of industrial experts
