For safety reasons, can a single condominium owner raise the railing of their balcony to 110/120 cm? With what procedure?

Regarding the height of parapets and railings, art. 92 paragraph 3 of the Building Regulations establishes that the same must not be less than m. 1,10. 

The intervention of bringing railings up to standard, referred to in point 10 of the Glossary of free building activity, falls within ordinary maintenance and therefore among the works that can be carried out freely without building permits, in compliance with the Technical Construction Standards, any constraints of protection of the property and the landscape and in any case without prejudice to respect for decorum and civil and condominium regulations.
