In the event of a hygienic-sanitary exemption, is it possible to submit the building project via SCIA? Is the substantial improvement certified by the professional?
Only in the case of interventions on the existing building stock, it is possible to present, also through SCIA, conditional on the release of the exemption, projects aimed at improving hygiene and health, even if they do not reach the parameters set by Part Four, Title II of the RE.
The improvement must be certified by the professional, who must also present a report on the technical solutions adopted to determine the improvement.
The proposed intervention must comply with the provisions of the art. 46.3 R.E.; the health and hygiene improvement must be evident and must not compromise compliance with further health and hygiene requirements.
It is specified that the interventions admitted in derogation cannot exceed the category of restoration and conservative rehabilitation. The exemption may be verified in relation to the specific portion of the intervention.
