What value can a preliminary investigation pursuant to art. 40 R.E. following the modification of the P.G.T.?

Any favorable opinion, issued as part of the optional preliminary investigation pursuant to art. 40 R.E., relating to an intervention resulting in conflict with the amendments to the P.G.T. it will not be able to retain any validity with respect to the changes made to the urban planning legislation.
