With reference to the art. 39 of the RE, when can a SCIA be submitted with a mandatory deed, in replacement of the agreed PdC or with a mandatory deed?

It is possible within the limits set by the determination of the Urban Planning Directorate n° 65/2018 of 31 May 2018, i.e. in the event of exceeding the morphological norm, expansion of existing services, use of already certified equalized building rights, transfer of areas for primary urbanizations, etc.
