The art. 67 of the Presidential Decree 380/2001 was amended by Legislative Decree 222/2016 with a new draft of paragraph 8. The new text is reported:

“8. The certified report is accompanied by a copy of the testing certificate.
8-bis. For repair interventions and for local interventions on existing buildings, as defined by the technical regulations, the testing certificate is replaced by the declaration of regular execution made by the director of works".

Therefore it is necessary to appoint the tester for all reports/deposits with the exception of repairs or local interventions, as defined in the chapter. 8.4 of the 2018 NTCs.
