For an intervention with mandatory coverage from renewable sources (Legislative Decree 28/2011), what documentation is required? When does the exemption apply for solar and photovoltaic panels?

It is necessary to demonstrate the requirements dictated by the decree by attaching the consumption for heating, cooling and the production of domestic hot water, in addition to the calculation of the renewable quota produced by each renewable source system envisaged in the project, detailing the contribution for each service and attaching the relevant reports printed by the calculation program used. Furthermore, graphic documents must be attached indicating the location of the renewable source plants and the reference surface for the calculation of the minimum electrical power to be installed from RES; in the case of solar thermal and photovoltaic systems, documents must be provided showing the dimensions, orientation and inclination of the panels. 

It should be noted that the solar panels must be drawn on the tables intended for the landscape commission in a position and number consistent with those drawn on the design tables intended for technical examination as an integral part of the project. 

Any request for an exception to the installation of solar panels must be accompanied by technical documentation such as a report aimed at demonstrating the real technical impossibility of installation (for example study of shading) or denial by the competent Authority. 

In the event of technical impossibility to verify the coverage, it is necessary to verify the reduced global energy performance index in accordance with the provisions of the decree itself.
