As already clearly indicated in the Implementation Rules of the PdR of the PGT, exceeding the maximum Territorial Building Index in the cases provided for in articles 19 paragraph 3 letter. a, 21 paragraph 2 letter. a, 23 paragraph 2 letter. a of the NA of the PdR, is aimed solely at achieving the morphological objective contained in the specific provisions cited and, therefore, is not permitted in cases of projects that deviate from the aforementioned morphological rules.  

The provisions regarding deviation from the morphological rules contained in articles 19 paragraph 5, 21 paragraph 8 and 23 paragraph 4 are without prejudice to the provisions of the art. 6 of the NA of the PdR which, in particular in paragraph 4, in promptly recalling the cases in which exceeding the maximum territorial building index is permitted, does not include cases of deviation from the morphological norms. 

However, the further provisions provided for in paragraph 8 of the art. 6 and in particular to letters. c,d,e,f, which prevail over the aforementioned deviation possibilities.
