Yes.
All discharges must be authorized. For existing buildings, the relevant authorizations issued at the time (for entry into sewers, drains, waterways or into the ground) refer to the consistency to which the authorization itself refers.
The building permit for the execution of the works, whether certified or explicit, refers to the masonry works (excavations and laying of pipes) does not include authorizations for the discharge and use of the same when they are located below road level .
