For which interventions and for which qualifications is the presentation of the Certified Report for Usability referred to in Article 24 of Presidential Decree 380/01 required?

The Certified Report of Occupancy, as provided for in art. 24 paragraph 2 of Presidential Decree 380/01, must be presented for interventions carried out with a Building Permit or with a Certified Report of commencement of activity (SCIA), with exclusive reference to the following interventions:
to. new buildings;
b. reconstructions or additions, total or partial;
c. interventions on existing buildings that may influence the safety, hygiene, healthiness and energy saving conditions of the buildings and the systems installed in them.

For CILA there is no provision, while there is the obligation to communicate the completion of the works. 
Therefore, at the end of the works covered by CILA, since the above cases do not apply, the notification of completion of the works must be submitted with the cadastral change. 
Otherwise, for example in the case of works internal to individual real estate units or which do not affect the entire building, the professional would find himself having to certify the safety, hygiene, healthiness and energy saving conditions of the entire building in which the building is located. real estate unit.
