With what procedure is it possible to carry out energy containment interventions (coating etc.) of buildings facing public spaces?

Without prejudice to the acquisition of the necessary authorization if the property on which the intervention is carried out is subject to protection constraints pursuant to Legislative Decree 42/04, the implementation of an intervention that provides for "coat" insulation suitable for saving energy placed on the facade of an existing building, in any area of ​​the territory it is possible upon presentation of a suitable building permit.

The qualification of the intervention - and the consequent administrative regime - for the creation/replacement of material layers on the facade, aimed at energy saving, is left to the correct evaluation of the professional in charge.

In the absence of protection restrictions, the landscape impact assessment must be produced to accompany the building permit.

For properties bordering public space or subject to easements of public passage, the intervention must first acquire the authorization to occupy public land to be presented to the Land Occupation Unit using the form for "Miscellaneous artefacts".  

As part of the investigation of the request, given the greater thickness of the perimeter walls facing onto public land, the opinion of the Local Police is acquired regarding the reduction of the width of the sidewalk and the pedestrian flow in the area and the technical opinion of the competent office on the possible interference with services present underground.

Pursuant to article 31 letter. m) of the new Regulation on the Single Fee SEZ: I, the land occupation for the construction site relating to the execution of the external insulation is exempt only for the duration of the construction works. The construction site permit will not be issued until after obtaining the permit for the coat.  
The occupation of public land by the coat is exempt.
