Widespread Social Hotel

The Albergo Sociale Diffuso is a social housing project which plans to systematise a part of the municipal heritage of sub-threshold housing, namely 35 unused plus 2 non-residential spaces, located in the three identified territorial nuclei: Isola Garibaldi, Niguarda and Quarto Oggiaro.

With this new pilot project for the social valorization of municipal heritage, the following objectives are intended to be implemented and systematized:

  • improve real estate resources for social purposes, in particular accommodation which due to their small size would not be adequate for the purposes of their reallocation within the ERP ranking, creating an offer spread across the territory;
  • to insert new opportunities in the neighborhoods with the reuse of spaces (especially those on the ground floor that are vacant and intended for new services open to the neighborhood), also with the aim of combating situations of degradation and abandonment of spaces and neighborhoods;
  • create an effective temporary residential offer, as a response tool to temporary housing hardship, aimed at people who are often unable to bear the costs of the Milanese private housing market and above all in the face of unforeseen events (eviction, family separation and similar) or in the case of youth autonomy, travel for work-study reasons, parental plans, etc.;
  • experience a management model of temporary residence capable of making the "short term" a resource for the city, the reception will in fact be for a limited time, variable depending on the individual project, but normally not exceeding 18 months, and will be supported by a social accompaniment path that will allow the user to strengthen their capacity for autonomy in view of subsequent housing independence;
  • data management; economically sustainable, characterized by a lower intensity of care compared to those currently used (e.g. communities for minors, RSA, etc.) for some types of need such as mothers with children, new adults and the elderly.

Fondazione Cariplo supports the implementation of the project by making use, as managing body, of Abitare Sociale Metropolitano, a social enterprise srl, as a partner already selected by it, making available to the project a contribution of up to the amount of €400.000 to be allocated to the costs of restructuring and preparation of the project accommodation.
 

The sub-threshold accommodation within the municipal heritage is scattered in multiple and diversified contextual situations: the greatest concentration is in the ERP district of Quarto Oggiaro. There are also other large aggregations of these units in the Ponti district (zone 4 south west), the Cà Granda Nord and Monterotondo districts (zone 9 Niguarda). The complexes in via Borsieri/Confalonieri (zone 9 Garibaldi/Isola) and in the historic districts of via Solari 40 and v.le Lombardia 65.

Project incrementality: possible implementations.
The 'sub-threshold sector' therefore, if seen as a whole, constitutes a resource in terms of the possibility of contributing to the launch of initiatives aimed at diversifying the offer of temporary residential accommodation. Furthermore, in this expansion framework, it shows the possibility of its incremental and progressive development through which to achieve short-term results (pilot project) useful for orienting subsequent developments on other sub-threshold housing as they become available, in order to go and build a social hotel spread across the city.
These units are in fact already partly involved in recovery projects in order to make them usable, depending on the case, through their merging and/or for experimenting with different forms of management/assignment and response to new and different groups of needs housing.
In the first case, as regards the areas of Quarto Oggiaro (via Lopez/Pascarella) and via Solari 40, a Program Agreement has been stipulated with the Ministry of Infrastructure which co-finances the overall redevelopment interventions at 50%, also including the recovery of the subthreshold units present through their merging, thus making the assignment in ERP possible.

As regards the second type of interventions already underway, reference is made to the project called Solidarity hospitality, is located between the Ponti (via Del Turchino) and Niguarda districts which enjoys national funding from the Department of Youth and will be developed by identifying a specific manager.

Finally, agreements are already in place with operators in the third housing sector (e.g. Dar Casa, Fond. S. Carlo) which, by delegating management to them, make it possible to further articulate the responses to the city's housing demand.
