Tenant Committees

I Tenant Committees they are de facto, non-profit associations, formed spontaneously by residents of public housing complexes owned by the Municipality of Milan. 

The purposes of the Tenant Committees are mainly oriented towards promoting information, good neighborly ties, social cohesion and the direct participation of tenants in improving life in their own housing context.

The Committees manage cultural, welfare and recreational activities in order to connect the needs expressed by the local community with the resources present in the neighbourhood, with the aim of developing the potential for response capacity that already exists. The Committees constitute a point of reference for direct dialogue between tenants, the owners and the MM spa manager and for the organization and management of some services.

The Tenant Committees, precisely because of the objectives pursued and their active role in the working-class neighborhoods of Milan, are a valid support for the Administration in improving the management of the real estate assets. For these reasons the Administration, in concert with the manager MM spa, promotes a series of initiatives in favor of the Tenant Committees.

The Administration, together with MM spa, intends to support and increase the offer of territorial entertainment activities and collaborative micro services within the social housing properties it owns through strengthening the presence and functioning of the Tenants Committees, which in these neighborhoods already work to increase quality of life and social inclusion. The idea is to open the courtyards and common spaces to welcome the ideas of the inhabitants and their initiatives, giving greater impetus to the activation of tenant organizations.

With this objective, the CaseCittà announcement was published, aimed precisely at Tenant Committees and Self-management, aimed at financially supporting, through the assignment of a one-off prize, the best initiatives that involve the inhabitants of public housing in the care of their neighborhood and of the environmental and social context in which they live, to make it more open and welcoming.

To encourage the direct and informed participation of tenants in the management of the real estate assets, also through the Tenants Committees, the municipal administration, with its resolution no. 625 of 4/6/2021, approved the guidelines for the granting of free loan to the Tenant Committees of real estate units for use other than residential, present within the Public Residential Building complexes of the Municipality of Milan .
 

  • Who can request a space?

All formally established tenant committees can submit a request for free space to the Housing Management which verifies, with the company MM Spa, the availability of suitable spaces.

The interested tenants' committees can also submit a request with specific reference to an already identified real estate unit, with respect to which the Municipality, through the manager MM spa, will verify its availability and adequacy.

The application must be presented together with the declaration of incorporation and the collection of signatures of at least 50% +1 of the families regularly assigned accommodation in the complex or neighborhood of reference.

  • How long is the term of use?

The duration of the free loan for use is three years, renewable, unless there are any reasons for revocation. The free loan for use can be renewed under the same conditions after verification of the success of the testing phase and following a formal request from the concessionaire Committee.
The renewal is subject to prior verification by the Municipality of the permanence of the essential conditions of the initial concession and is possibly granted after:

  1. verification of the state of the premises granted, through an inspection by the manager MM spa
  2. presentation of a short report on the activities carried out by the Committee; to the report it is necessary to attach both the request for renewal of the concession and a new formal membership by 50%+1 of the families regularly assigned accommodation in the reference building/neighborhood.
  • Revocation of the free loan for use

 

In the event of revocation or failure to renew the concession of free loan for use upon expiry of the three years envisaged, the premises must be returned and fall under the exclusive availability of the Municipality; no compensation is provided for the Committee.
The free loan for use can be terminated by the Municipality unilaterally and before the deadline both in case of non-use or improper use of the spaces, and in case of failure to comply with the obligations imposed on the Committee.
