Agreed fee

The agreed rent contract (L. 431/98) facilitates both tenants and owners by offering controlled prices for tenants and supporting owners through tax breaks (such as: flat rate tax at 10%, reduction of the IMU and the base taxable for IRPEF and registration tax).
The agreed rent is determined and updated periodically through the signing of a Local Agreement between the various representatives of tenants and owners, who by mutual agreement establish the values ​​of the rents in relation to the areas of the city and the conditions of the property to be rented. 

Last July 27, 2023, the new local agreement for the city of Milan was signed which divides the municipal territory into 5 homogeneous zones and establishes 3 bands for each of them, with a maximum and minimum limit for the rent. The range is identified thanks to a score which is also calculated based on the characteristics of the accommodation, following the completion of specific questions on the characteristics of the apartment.
The novelty of the new agreement is represented by the introduction of standard rates for individual rooms for university students (necessary requirements, the size of the room at least 12mXNUMX and free access to the common areas, which can be the living room or the kitchen).

Consulting the map and the rent tables it is possible to identify the area in which your property is located and the 3 respective bands with the rental values ​​attributed by the current Local Agreement. For further information and free assistance in signing a contract with an agreed fee, you can contact Milan Living the accessible rental agency, a project of the Municipality of Milan created with the aim of encouraging, facilitating and protecting rent-controlled rentals. Owners who decide to rent their property through Milano Abitare at an agreed rent can benefit, in addition to the tax breaks provided by law, from a series of additional economic incentives made available by the Municipality of Milan to promote and support affordable rent, such as for example:

  • one-off contribution (up to €2.000 per contract) 
  • contribution for renovations (up to €4.000)
  • guarantee funds (coverage for up to 18 unpaid months)

Tenants can also register with the Milano Abitare accessible rental agency to find support in finding accommodation for rent at an agreed rent and benefit from current tax deductions.

On 12/06/2023, the agreement signed by Ania, Assocasa, Confabitare, Feder.Casa, Fedeproprietà and Unioncasa was also registered which - as per resolution no. 7501 of 11/09/2023, does not benefit from concessions and municipal contributions.
