Strategic Environmental Assessment - SEA

What is SEA?
The SEA accompanies the construction of a plan or program (urban, energy, environmental, industrial, etc.) which can have significant effects on the environment. It consists of a process aimed at preventively identifying the significant environmental impacts that will result from the implementation of individual plan/program choices, choosing the most sustainable ones among the possible alternative solutions.

The aim is to guarantee consistency with the objectives of environmental sustainability, promotion of social inclusion, rational use and valorisation of natural resources and public participation for lasting and sustainable development in the procedures for adopting, approving and implementing plans and programmes.

Aims
The SEA aims to ensure a high level of environmental protection and to contribute to the integration of environmental considerations when preparing and adopting plans and programs in order to promote sustainable development.

To this end, it is therefore essential that the SEA process becomes an integral part of the planning and programming tool formation process:

  • from the assumption of objectives
  • to the development of policies and actions
  • to the approval of plan/program choices
  • to monitoring the effects deriving from their implementation.

The Administration has identified which:

  • Competent Authority VAS
    - the Water Resources and Environmental Hygiene Area - Environmental Authorizations and Land Management Unit
  • Proceeding Authority VAS
    the Area that promotes the plan or program.

The Competent Authority's task is to follow the decision-making processes in the municipal planning and programming processes so that the regulatory provisions of the sector and the municipal environmental sustainability policies and objectives are implemented.
