VAS guidelines

The SEA Guidelines contribute to the objective of providing an operational tool for carrying out the Strategic Environmental Assessment (SEA) procedure of Plans and Programs (P/P) where required by current legislation.

The document therefore analyzes both the P/P cases that affect the entire municipal territorial area, as well as spatially delimited and more restricted areas usually the subject of tools such as Implementation Plans or Negotiated Programming.

In particular, the SEA Guidelines are aimed at:

  • provide guidance for carrying out the procedural process and drafting the documents required by the SEA;
  • make the environmental assessment times consistent with the P/P processing times;
  • identify environmental themes, strategies and objectives;
  • provide indications on minimum and homogeneous, more simplified contents;
  • provide useful information for drafting a Reasoned Opinion, Summary Statement and carrying out monitoring.
