SEAP Action Plan for Sustainable Energy
With Resolution of the Municipal Council n. 135 of 31/01/2014, the guidelines for starting the process of developing the Sustainable Energy Action Plan (SEAP) and the related strategic environmental assessment (SEA) were approved.
The SEAP constitutes the planning and programming document for policies for the reduction of greenhouse gas emissions, which the Municipal Administration has undertaken to prepare as part of the European Commission initiative called Covenant of Mayors.
The SEAP objective is to reduce carbon dioxide emissions by at least 20% by 2020, compared to the reference year 2005.
To achieve the set objective, the SEAP acts on the 5 major themes listed below:
1. Buildings
through energy requalification, the reduction of electricity consumption and emissions, in public and private residential buildings, identifying regulatory, incentive and citizenship training measures
2. Tertiary Sector and Services
identifying regulatory measures, training incentives, in order to activate actions for energy requalification and the reduction of electricity consumption and emissions in the business sector
3. Mobility and Transport
strengthening and making public transport services more efficient and promoting sustainable mobility (cycling, electric, car sharing...)
4. Energy Production from Renewable Sources
promoting and encouraging the use of solar thermal, photovoltaic and geothermal heat pumps
5. Waste
increasing the fraction of separated waste and making the energy recovery of the residual fraction more efficient.
With City Council Resolution no. 25 of 07/06/2018, which became executive on 14/07/2018, it was decided to adopt the Action Plan for Sustainable Energy of the Municipality of Milan (PAES) accompanied by documents relating to the Strategic Environmental Assessment procedure of the Plan (Environmental Report, Reasoned Opinion, Summary Statement).
All interested parties were able to view the documents and formulate any observations from 13/08/2018 to 01/10/2018.
Any observations presented will be counter-deducted before submitting the approval of the Plan to the City Council.

The SEA is a process aimed at integrating environmental sustainability aspects during the development of the Plan.
With Managerial Resolution no. 20 of 11/02/2014, the Environmental and Energy Policies Sector of the Municipality of Milan, as the proceeding Authority, initiated the Sustainable Energy Action Plan (SEAP) procedure and the related SEA and identified the Central Directorate for Mobility, Transport, Environment and Energy of the Municipality of Milan as the Competent Authority for the SEA.
With Management Resolution no. 23 of 19/02/2014, the competent subjects in environmental matters, the territorially interested bodies, the functionally interested subjects and the individual sectors of the public affected by the Strategic Environmental Assessment (SEA) process have been identified, in accordance with current legislation. as well as the procedural model through which the evaluation process itself will take place was indicated.
We inform you that the Preliminary Report (Scoping Document) and the Guidance Document for the Development of the Action Plan for Sustainable Energy (SEAP) of Milan are made available through publication on the regional SIVAS website and on the municipal website as well as deposited for free viewing, in paper format, both at the offices of the Environmental and Energy Policies Sector of the Municipality of Milan - Proceeding Authority (P.zza Duomo, 21 - 4th floor) and in the Secretariat of the Central Mobility and Transport Directorate , Environment and Energy of the Municipality of Milan - Competent Authority for the SEA (via Beccaria, 19 - 1st floor) starting from 28/02/2014 until 14/04/2014 with the following timetable: from Monday to Friday from 10am to 00pm and from 12pm to 00pm.
Any observations and/or contributions, or new and additional cognitive and evaluative elements, may be submitted no later than 14/04/2014 via the certified email address: attivapoliticheambiente@cert.comune.milano.it, or, in paper format, to the protocol of the Environmental and Energy Policies Sector and of the Mobility, Transport, Environment and Energy Central Directorate located in via Beccaria, 19 - ground floor - at the following times: from Monday to Friday from 9:00 to 12:00.
The first Evaluation Conference took place on 18 March 2014.
Pursuant to par. 6.4 of Annex 1 to DGR n. IX/761 of 10 November 2010, the Plan Proposal, the Environmental Report and the Non-Technical Summary of the Action Plan for Sustainable Energy (SEAP) of Milan, are made available from 31 July 2015, through publication on SIVAS regional website, and on the municipal website, as well as, deposited for free viewing, in paper format, both at the offices of the Environmental and Energy Policies Sector of the Municipality of Milan - Proceeding Authority (P.zza Duomo, 21 - 4th floor - room 4) and in the Secretariat of the Central Directorate for Mobility, Transport, Environment and Energy of the Municipality of Milan - Competent Authority for the SEA (via Beccaria, 19 - 1st floor - room 106) from 31 July 2015 until 15 October 2015 with the following opening hours: Monday to Friday from 10:00 to 12:00 and from 14:30 to 16:00.

On 15 and 16 May 2014, at the Urban Center of the Municipality of Milan, the process of sharing and participation with stakeholders on the SEAP was launched, with the aim of collecting observations, proposals and suggestions from the participants, useful for identifying and building new plan actions.
The path was divided into the following Thematic Tables:
Table 1 – Residential buildings (Thursday 15 May, 9am-30pm):
- energy efficiency and renewables
- incentives and financing tools
Table 2 – The Tertiary Sector (Thursday 15 May, 14pm-30pm):
- large users: large-scale distribution, management
- small and medium-sized enterprises
Table 3 – Public buildings (Friday 16 May, 9-30):
- energy efficiency and renewables
- financing instruments
