Air and Climate Plan

The Air and Climate Plan is a tool to protect health and the environment, aimed at reducing air pollution and responding to the climate emergency.

There are five priority areas on which the actions have been defined:

  • Scope 1 - Healthy and inclusive Milan: a clean, fair, open and supportive city
  • Scope 2 - Milan connected and highly accessible: a city that moves in a sustainable, flexible, active and safe way
  • Area 3 - Milan with positive energy: a city that consumes less and better
  • Scope 4 - Cooler Milan: a greener, fresher and more livable city that adapts to climate change
  • Area 5 - Aware Milan: a city that adopts conscious lifestyles

The Plan aims to achieve three objectives: 

  • fall within the limit values ​​of the concentrations of air pollutants PM10 and NOx (fine particles and nitrogen oxides), set by Directive 2008/50/EC (implemented by Legislative Decree 155/2010 and subsequent amendments) to protect public health
  • reduce CO2 (carbon dioxide) emissions by 45% by 2030 and become a Carbon Neutral City by 2050
  • contribute to limiting the local temperature increase to 2050°C by 2, through urban cooling actions and reduction of the heat island phenomenon in the city.

The Municipality of Milan has started both in the adoption phase and now in the implementation phase a process of public consultation and listening to citizens regarding the Air and Climate Plan.

The consultation process in the adoption phase involved citizens, stakeholders, civil society organizations, professional associations and economic entities in anticipation of the final adoption of the PAC by the City Council.

For the implementation phase of the Plan's actions, the Permanent Assembly of Citizens on Climate was established, made up of a group of 90 citizens drawn randomly and respecting privacy who will be able to discuss, discuss and deepen their reflections. on the Air and Climate Plan.

Periodic monitoring is a fundamental component of the implementation process of the Air and Climate Plan: it allows defining the state of implementation of the actions of which it is composed, verifying the achievement of the objectives established in the planning phase and identifying any corrective measures in the case of significant deviations compared to the latter. 
 
For the implementation of the monitoring program, the Green and Environment Directorate has established a technical working group. The program has the following objectives: 

  • define in detail and integrate as necessary, the proposal of indicators contained in the Plan relating to: calculation method, population frequency, territorial scale, basic data for population, source of basic data;  
  • verify the population of indicators over time based on the data that gradually becomes available, possibly identifying valid alternatives or remodulating them, if necessary; 
  • compare the performance of the indicators with the forecasts and objectives of the Plan itself; 
  • process monitoring reports according to the reference deadlines; 
  • establish the possible need for corrective measures and a reorientation of the Plan (or part of it), in case of deviation from the objectives and/or in case of realignment with international commitments and/or more restrictive objectives foreseen by the evolution of the legislation. In particular, during the first monitoring, the objectives of the new World Health Organization (WHO) guidelines will be updated, with a view to verifying the need for a revision of the Plan's actions, aimed at reducing air pollution. In this case, a review of the Plan, or of the individual actions, will be carried out according to the methods established by the Monitoring Plan itself. 

The reporting of the results of the monitoring, which is addressed to subjects external and internal to the municipal administration, will take place every two years starting from the second year of validity of the Plan, with the exception of the monitoring of costs and financial resources which may have a temporal frequency more restrictive, in line with the various economic-financial planning tools of the Municipality. 
 

There are many and varied activities and initiatives dedicated to involving and raising awareness among citizens on the implementation of the actions of the Air and Climate Plan and on the environmental issues addressed by it.

  • 4 October 2019 - the City Council approves the guidelines for starting the process of developing the Air and Climate Plan (Resolution no. 1653)
  • 21 December 2020 - the Plan is adopted with City Council resolution no. 79
  • 12 January 2021 - the plan documentation adopted on the Milano Partecipa platform was published for the purpose of submitting the observations, which were inserted into the same platform within the following 45 days
  • 21 February 2022 - the Air and Climate Plan is definitively approved with City Council Resolution no. 4

The Air and Climate Plan brought online the "Short jazz story of the climate crisis" with Stefano Caserini, holder of the Climate Change Mitigation course at the Polytechnic of Milan.

The adaptation, taken from "Some Like It Hot, a conference-show on the changing climate", combines the scientific story, carried out with images, music and video, with the analysis of how individually and collectively we are dealing and could deal with the problem and aims to raise public awareness on the climate issue.

The show was born thanks to an idea of ​​Professor Stefano Caserini, founder of one of the main Italian scientific blogs on the topic of climate change and co-Director of the scientific magazine "Ingegneria dell'Ambiente". The narration is accompanied by live music by jazz pianist Erminio Cella and supported by Francesca Cella.

The introduction by Gloria Zavatta, Sole Director of AMAT, and the brief final discussion between Stefano Caserini and Piero Pelizzaro, Director of the Urban Resilience Project Directorate of the Municipality of Milan, offer further ideas and possibilities for in-depth analysis and allow the public to be introduced to the priority actions of the Air and Climate Plan.

The event, which took place live on Sunday 6 December 2020 and was coordinated by AMAT - Agenzia Mobilità Ambiente e Territorio, is one of the stages of the participatory path of the Air and Climate Plan.
