Hydraulic and hydrological invariance

The hydraulic protection of the territory passes through the principle of hydrological and hydraulic invariance, regulated in Lombardy by rr 7/2017. This principle can be implemented with sustainable urban drainage of rainwater.

To facilitate the framing of the topic, compliance with the regulations and guide designers in choosing the best and most suitable technologies that can be adopted, this section makes available:

  • The Guidelines prepared by the Municipality of Milan, with a particular focus on sustainable urban drainage systems, the SuDS, and the related design, construction and maintenance indications, taking into account the needs of the water management body, the Integrated Water Service.
  • Mapping Tools on Geoportal of the Municipality of Milan, with the maps of the current PGT 2030.

Professionals are advised that, starting May 1, 2021, the compilation and transmission to the Lombardy Region of "Form for monitoring the effectiveness of the provisions on hydraulic and hydrological invariance" (Annex D to rr 7/2017 and subsequent amendments) must take place solely through the INVID application. 

The regional regulation n. 7 of 2017 and subsequent amendments «Regulation containing criteria and methods for compliance with the principle of hydraulic and hydrological invariance pursuant to article 58 bis of regional law 11 March 2005, n. 12, Law for the government of the territory».

The 7 rrn 2017 on hydraulic and hydrological invariance has been updated three times:
• rr 29 June 2018, n. 7, which entered into force on 4 July 2018
• rr 19 April 2019, n. 8, which entered into force on 25 April 2019
• regional law 26 November 2019, n. 18, which entered into force on 11 December 2019.
