Welfare. The Municipality requests funding from the PNRR, 8,8 million for 15 projects

Milan, March 27 2022 - Financing fifteen projects to strengthen social services, activities to combat serious marginalization and to promote social inclusion with over 8,8 million euros. With this objective, the Municipality of Milan has approved with a resolution the adhesion to the public notice launched by the Ministry of Labor and Social Policies to obtain the European resources of the National Recovery and Resilience Plan (PNRR).  

The projects for which funding is requested are divided into different lines of intervention. By March 31st the Municipality will have to submit specific requests for financing to the Ministry.   

“The pandemic - declares the councilor for Welfare and Health Lamberto Bertolé - has exacerbated the discomfort and existing needs, making increasingly complex and personalized responses necessary. However, it can and must also represent a strengthening of welfare policies, whose weaknesses it has highlighted. The PNRR funds are the first step in this direction, an opportunity that we cannot miss to build a more attentive, just and reactive society in the face of the various fragilities that characterize it. We have implemented very different projects that affect each of them and we hope to receive the necessary financial support from the Government to get them started. Municipalities are the local authorities closest to citizens, they know their needs and requirements. Supporting them in their projects is necessary and essential to ensure we emerge from the emergency caused by Covid-19 with greater weapons and preparation".  

Counteracting serious marginalization and the housing emergency 
A first action concerns the creation of temporary housing places dedicated to families who find themselves in a housing emergency and to the homeless. The Municipality plans to use PNRR funds to renovate three buildings: the building complex in via Aldini 71, 72 and 74 in Quarto Oggiaro and the property confiscated from organized crime in via Mosso 4, in the via Padova area.  
If the financing is granted, two housing first projects will be built in via Aldini - a total of 8.260 m700 - mini apartments used to welcome families in difficulty and the so-called 'street diehards' who refuse to be welcomed in collective centres, starting from a Northern European idea that places the home at the center of the social re-inclusion process. The first will be dedicated to the temporary hospitality of single-parent families in difficult housing conditions through the renovation of a part of the building complex of approximately 700 m300 to create four small apartments and common spaces. The second will be dedicated to welcoming homeless people with psychological vulnerability and addiction and mental health problems, in a further XNUMX mXNUMX space where, after the redevelopment, four more apartments will be built. The XNUMX mXNUMX of the building in via Mosso, the so-called 'house with a hole', will also be dedicated to housing first for families in difficulty, within which three mini apartments will be built.  
The funding foreseen for these three interventions is 2 million 130 thousand euros. 

A second action of this line of intervention concerns the activation of multifunctional centers for access to various services dedicated to homeless people and people in conditions of extreme poverty. The buildings made available and for which funding is requested are those in via Barabino 6, in Corvetto, and also those in via Aldini 71, 72, 74, already used today for services to combat serious marginalization. In both cases it is planned to proceed with the renovation of the buildings and then install the following services within them: cloakroom, space for the distribution of food parcels, ResidenzaMi counters for the fictitious residence, day centers, low-threshold reception spaces to host 30 people (in via Barabino) and 50 people (in via Aldini) respectively. The objective is also the integration of the spaces into the life of the neighborhoods that host them with the involvement of the inhabitants.  
The funding foreseen for these two interventions is 2 million 180 thousand euros. 

Independence paths for elderly people 
The objective of this line of action is to implement new forms of care giving through the application of new technologies to improve the home life of the elderly. It is planned to make available 20 apartments equipped with home automation devices to accommodate as many elderly people who are not completely self-sufficient. Among the expected results is to ensure greater autonomy for the people involved, postponing hospitalization in high-intensity residential facilities as much as possible. Funding of 2 million 460 thousand euros is foreseen for this project.  
A second project for which resources of 330 thousand euros will be requested concerns the prevention of the phenomenon of domestic accumulation which can affect elderly people with mental distress. The intervention involves home tutoring to accompany the person on a path of rebuilding healthy lifestyle habits and overcoming social isolation through the creation of a support network.  

Independence paths for people with disabilities 
With a loan of 715 thousand euros, the Municipality intends to strengthen the autonomy projects for users with disabilities in charge of the services, through the construction of a specific personalized path for each of them. To do this it is necessary to strengthen the multidisciplinary team that supports professional social services in the management of these paths and invest resources to promote living and working autonomy, in line with the 'After us' law. To this end, the Administration intends to encourage their inclusion in the company with internships and internships and make available around ten apartments where, in collaboration with the Third Sector, users can experience an independent life.  

Parenting support    
In support of fragile families where minors are present, the Municipality intends to strengthen home education initiatives to encourage the establishment of a peaceful parent-child relationship, promote interventions with the school to help the socialization of minors and their inclusion in the class group, create collective support paths between parents and between children and adolescents.  
The funding requested for this line of action is 634.500 euros.  

Strengthening social services and preventing burn out 
The pandemic and the restrictions associated with it have exacerbated existing needs, making them more complex. This has led to an overload of work for social workers - social workers, educators, psychologists - who deal with the assistance of the most vulnerable citizens. For this reason, the Municipality intends to support the 383 social workers employed by the Administration with two different actions: the creation of an internal figure available to colleagues in emotional difficulty to help them manage critical issues and encourage discussion and the creation of collective moments of consolidation skills to reduce the sense of frustration and inadequacy when faced with the need to manage increasingly complex problems.  
Funding of 420 thousand euros is foreseen for this action.
