Green. The guidelines for entrusting the management of the green heritage to MM have been approved

The council resolution must be submitted to the City Council and provides for the assignment to the public company for 25 years. Maran: "Quality of the central greenery for the future of the city, it is important that management is public"  
 

Milan, June 19 2021 – Moving from the maintenance of greenery to its management as a primary resource for improving environmental quality and combating climate change, through a policy of involvement and participation of citizens.  
This is the objective with which the Council approved the guidelines for entrusting the management of the city's green heritage to MM Spa, which will have to be submitted to the vote of the City Council. 
 
“The quality and growth of public green areas are central to the future of the city, which between now and 2030 will see the creation of at least 20 new large parks and will be the protagonist of ForestaMi - declares Pierfrancesco Maran, councilor for Urban Planning, Green and Agriculture -. 
To strengthen these objectives we think it is important to reintroduce public management of the service through MM, which works in synergy with the other services provided - from the management of public building assets to water - and also has the ability to involve citizens and associations in the many projects that grow in the city and that accompanies the new investments with an increase in maintenance activities. This must happen in the time necessary for a correct transition and therefore with a gradual path".  
 
The assignment includes a start-up phase of the service with characteristics similar to those envisaged today by the global service contract in terms of performance, managed square footage and minimum guaranteed standards. We will then move on to a second scenario which envisages, in addition, the pursuit of innovative objectives of valorising and improving the quality of the city's green areas, with energy requalification interventions, circularity of materials and development of dedicated systems, in addition to the creation of green infrastructures.   
 
Management must be carried out according to a predominantly "in make" model, through the acquisition of human and instrumental resources, the provision of a dedicated corporate structure and structures structured for Municipalities. In particular, the hiring of approximately 200 resources with specialist skills is planned, supported by a further 50 seasonal operators to manage peaks of activity linked to the summer season. The assignment will have a time horizon of 25 years and provides for a fixed fee of 12,8 million euros per year for ordinary maintenance, and up to 3,5 million for extraordinary maintenance. To this you can add a variable fee for a maximum amount of 320 thousand euros based on the performance recorded. Furthermore, the current approach aimed only at verifying compliance with the required standards will be overcome, with the application of a penalty mechanism in the event of total or partial non-compliance with the standards themselves.   
 
MM SpA will gradually take over the management of the municipal green assets, with a start-up phase in which the company will take over from the operator identified by the Municipality of Milan following the ongoing "bridge tender" for the duration of one year.
