The complex is managed by the Nocetum Association which will have the right of first refusal. Maran: "It is important to guarantee continuity of social protection in a complex area that will be regenerated through the PGT rules"

Milan, July 21 2019 – On the one hand, guaranteeing an important social and welfare provision in the Porto di Mare area, and on the other, enhancing the municipal real estate assets. With these objectives, the Council approved the guidelines relating to the public tender procedure for the concession of thirty-year use of Cascina San Giacomo. The property located in via S. Dionigi 77, owned by the Municipality of Milan since 2005, is currently rented to the Nocetum Association with a contract stipulated in 2000 with the previous owner, the Consorzio del Canale Milano, Crema Po. The contract has expired the Administration, which in the meantime has become the owner of the property, must therefore proceed with a tender for its reassignment, providing for a right of pre-emption in favor of the Association which over the years has carried out the complete renovation of the complex and guaranteed socio-economic activities welfare, aimed in particular at welcoming needy families.

“The continuation of a social protection in this part of the city is of fundamental importance – declares the councilor for Urban Planning Pierfrancesco Maran -. Porto di Mare is one of the currently most complex and unresolved areas of Milan which, through the rules of the Territorial Government Plan, will be regenerated starting from a Large Urban Function. If on the one hand with Italia Nostra we are doing a great job on the park, on the other hand a suitable function will have to be designed together with the city to regenerate the entire area".

In addition to the ancient Cascina S. Giacomo, the complex subject to the tender includes two small buildings, an area for agricultural use called "forest-orchard", managed by the Nocetum Association until at least 2021, and a large green area, in part used for children's games and an educational farm with courtyard animals and vegetable garden. The tender will provide for the establishment of functions of public interest of a social nature, such as temporary accommodation for vulnerable individuals or listening and support activities. It is also possible to provide a portion of private functions as long as they are qualifying and aimed at generating the profitability necessary for the economic sustainability of the management of the services for the entire duration of the concession. The tender is aimed at non-profit associations, non-profit organisations, social cooperatives, foundations with social, cultural and educational purposes, amateur sports associations for recovery projects. The complex will be awarded according to the criterion of the most economically advantageous offer.

The activities present in the Porto di Mare area were the subject of a second provision from the Council. In fact, the guidelines for the signing of an agreement between the Municipality of Milan and the Tennis dei Pini Sports Center in via Fabio Massimo aimed at resolving a dispute between the parties relating to the failure to pay the employment allowance have been approved. In addition to putting an end to the dispute, the agreement allows us to guarantee the social protection of a reality historically established in a problematic context from a social and territorial point of view. The company will pay the Municipality an appropriate financial compensation for previous arrears, while a temporary rental contract will be signed until 2022.
