Urban planning. Eight thousand families will be able to obtain full ownership of the house

The plan concerns subsidized housing houses acquired under surface rights. Maran: "We make it easier for interested citizens by putting them all in the same conditions and we obtain resources to reinvest in the neighborhoods and in the housing emergency"

Milan, October 31 2019 – Starting from November, around 8 thousand families who in the past have purchased the surface right of housing built in subsidized buildings will be able to transform it into full ownership rights. With a management decision published today in thepraetorian register in fact, the Municipality has started a new phase of transfer which concerns 287 areas of the city, corresponding to approximately 8 thousand apartments. From 2002, the year the program was launched, to today, never have so many citizens been able to benefit from this opportunity at the same time. 

From via Arezzo to via Voltri, from via dei Missaglia to via Cascina Bianca, from via De Chirico to via Mignone, the list of streets involved in the project is long. The accommodation here was built in the 70s through the application of Law 167 of 1962, which allowed many Italian municipalities, including Milan, to make some public areas available to private operators to build economic and popular housing (PEEP) and cede the related surface rights to citizens for a period of 90 years.

Today the Municipality, also in light of the hundreds of requests received in the last year, proposes to families to redeem those lands at an advantageous economic price, calculated on the basis of objective and transparent criteria which combine the current market value of the areas, the square footage of the apartments, the provision of any garages and the sums paid at the time of acquisition of the surface right updated based on the ISTAT indices. Citizens will have 5 years to start the redemption procedures, freeing themselves from the constraints of the agreement (for example not being able to resell the house at the market price), for an average sum of 12 thousand euros, equal to a potential collection for the Administration of 95 million euros.

“With this plan we are helping many families and citizens who, after years of sacrifice, will be able to become full-fledged homeowners – declares the Urban Planning councilor Pierfrancesco Maran -. We will put all the families involved in the same conditions, no longer proceeding in batches as happened in the past and applying a homogeneous calculation method. We will reinvest the resources we receive for the regeneration of neighborhoods and for the housing emergency."

Starting from 18 November, citizens who wish to start the redemption process will be able to show up in via Bernina 12, where a dedicated information desk will be set up, active on Mondays from 9am to 12pm and on Wednesdays from 14pm to 16pm. The offices, based on the address, cadastral data and thousandths of ownership of the accommodation, will be able to trace the amount due for collection and will provide citizens with the information necessary to proceed with the purchase deed: in addition to payment it will be necessary to sign a notarial deed as in a normal purchase and sale procedure.
