Urban planning. La Scala laboratories and new ATM depot, the major urban functions for the relaunch of Rubattino

Maran: “Qualifying services for the rebirth of the neighborhood”. The guidelines for the agreement between the Municipality and Rubattino 87 for the development of the area have been approved

Milan, 26 December 2020 – Guarantee a public direction and a new future for the Rubattino, an area to be developed starting from the establishment of a large urban function according to the Territorial Government Plan, foreseeing here the birth of the laboratories of the Teatro alla Scala in Milan and the new warehouse for ATM electric vehicles. This is the objective of the resolution approved by the Council relating to the guidelines for the stipulation of the framework agreement between the Municipality of Milan and Rubattino 87 Srl, owner of part of the area for the implementation of the “Rubattino” GFU.

The development of the area, originally regulated by the Rubattino urban redevelopment plan, remained unimplemented due to a series of investment difficulties on the part of the private operator. For this reason, in the drafting of the PGT, Rubattino was included among the six areas to be regenerated starting from functions of public interest.

“It will be the first agreement that regulates the implementation of a major urban function of the Territorial Government Plan – declares the Urban Planning councilor Pierfrancesco Maran –. Rubattino has long been awaiting a public function that will mark its relaunch and undoubtedly the Scala laboratories first and foremost, but also the ATM depot and all the services that will be created to support it represent extremely qualifying elements for the entire neighbourhood".

The agreement will lead to the land reconfiguration of the portions of the area, owned by the Municipality and Rubattino 87 Srl, thus allowing the establishment of public functions in an area of ​​approximately 194.000 m2. For the construction of the Scala laboratories, an international design competition will be announced aimed at identifying the solution that best achieves the architectural and environmental sustainability objectives also through the implementation of the ecological network and the green connection. In addition and to complete the two public functions identified, a center for technological research and development and economic innovation could be established, with particular attention to business incubators and accelerators. A service of general interest will also be created in agreement with Municipality 3, with the creation of spaces for leisure and outdoor sports (for example a skate park).

The rest of the area will be developed by Rubattino 87 Srl, providing compatible and supportive functions with public functions, respecting the volumetric index of 0,35 m2/m2 set by the Territorial Government Plan. In particular, for a total of 52.006 m2, production/logistic, tertiary/management and commercial activities can be carried out (with the exclusion of large sales structures). The operator will remain owner of an area of ​​approximately 115.000 m2 and will have to take charge of the reclamation activities of all areas, including public ones.

To facilitate the implementation of the different functions, the agreement will finally provide that the development of the area can be carried out in sub-lots, thus allowing autonomous and temporarily distinct interventions.
