Urban planning. Cascina San Carlo becomes a social residence

The agreement has been signed between the Municipality and the 'Speranza Oltre Noi' association for the first intervention inspired by the "After Us" law in the Adriano district

Milan, July 24 2019 - The Municipality of Milan and the 'Speranza Oltre Noi' Association have signed the urban planning agreement for the recovery of the Cascina San Carlo complex. This is the first building intervention in Milan - designed by Studio B22 with Carlo Venegoni - specifically inspired by the "After us" law, which will see the creation of various hospitality solutions for families with children with disabilities.

The project for Cascina San Carlo, located in via Trasimeno 67 a few steps from the Parish of Jesus in Nazareth in the heart of the Adriano district, involves the construction of a social residence with an offer of housing services aimed at hosting paths towards autonomy for its inhabitants. At the same time, the intervention is an opportunity to enrich spaces and services for the Adriano district: a pavilion will be created there open to civic and public activities (for which an agreement has been signed with Municipality 2), a building dating back to 1915 will be renovated to create the headquarters of the SON and Amici Casa della Carità associations; Furthermore, the project also includes the redevelopment and expansion of the existing public park.

Inspired by the approval of the "After us" law in 2016 and entirely financed through contributions from philanthropic foundations and private donations - in which the founding families of the 'Speranza beyond us' association as well as private citizens and companies participate -, this initiative has taken shape by the experience of a small community of elderly parents with frail children and by the commitment of Don Virginio Colmegna and the institutions and associations close to him: the “Angelo Abriani” House of Charity Foundation and the Ambrosian Solidarity Center - CeAS .

“Cascina San Carlo – explains Don Colmegna – will become a sort of solidarity village, a place of active participation, not separated, which will create a network in the neighborhood also with families who do not have to deal with disabilities”. An intervention inspired by "After us" which also wants to look at the "during" therefore, creating opportunities for encounters with diversity and fragility and which aims at collective growth of the local community of the Adriano district and of the entire city.

“This is a project of great social value that will bring new services to the neighborhood by recovering a valuable rural building – declare the councilors Pierfrancesco Maran (Urban planning) and Gabriele Rabaiotti (Social and housing policies) –. The intervention is part of an area, the Adriano district, in which the Administration is working with determination to complete all the projects of an urban plan left incomplete by private individuals. The establishment of this new garrison, with activities also extended to the citizens of the neighborhood, therefore represents excellent news. That of "After us" is a theme that the entire city is learning to face, with experimental interventions, by virtue of a new sensitivity destined to assert itself more and more".

Two new buildings will house pairs of apartments for parents and children: in large skylights oriented towards the park, on the first floor of the parents' apartments, there will also be space for additional rooms to accommodate support figures. In the existing building and in a new pavilion, with a predominantly social and service vocation, two associations will be based, an apartment for autonomy and a multipurpose room open to civic and public activities. Finally, as part of the intervention, the existing orchard and an abandoned area of ​​public property will be redeveloped and the route of an old country road will be restored.

Today the Adriano district is at the center of a substantial redevelopment project promoted since 2016 by the Municipality of Milan as part of the Government's Suburban Plan. The Cascina San Carlo project will be implemented as part of the new Service Plan adopted by the Municipality and has been declared a service of public and general interest by the Social Policies Directorate of the Municipality of Milan.
