The Framework Agreement between the Municipality and the Polytechnic for the development of the area was presented

Milan, February 11 2021 - Regenerate an urban void full of history due to its industrial past, foreseeing the creation of a large green system on 65% of the area, a scientific technological center of excellence and livable spaces finally reconnected to the neighboring neighborhoods. This is the future of the Bovisa-Goccia area, based on the Framework Agreement between the Municipality and the Polytechnic, whose guidelines, approved by the Council, were illustrated this morning during a press conference by the Mayor of Milan Giuseppe Sala , the councilor for urban planning Pierfrancesco Maran and the rector of the Polytechnic of Milan Ferruccio Resta.

As envisaged by the Territorial Government Plan which links the development of the area to a Large Urban Function of public interest and allows a single building index of 0,35 m162.500/m215.000 of surface area, the Bovisa-Goccia area will be regenerated starting from expansion of the Polytechnic Campus, also through the recovery of valuable buildings such as the two former gasometers, and the creation of a large green system. In fact, the large Goccia Park of approximately 65 m325.723 will be created to the north and the Gasometer Park to the south, which will be equipped for leisure and sport, for a total of almost XNUMX mXNUMX of greenery, approximately XNUMX% ​​of the entire surface area (XNUMX mXNUMX).

The two parks, characterized by high ecological value, will therefore be connected by a network of green and pedestrian spaces that can be crossed along the central lot, currently occupied by various historic buildings, evidence of the industrial past, which will be recovered and placed alongside new buildings for the expansion of the Campus, hosting new spaces for research and innovation.

To this end, last November, the City Council approved the sales and exchanges necessary to obtain a reconfiguration of the areas owned by the Municipality and the Polytechnic that is more functional to the planned urban design. In particular, approximately 13.000 m60 of areas owned by the Municipality of Milan, i.e. those relating to the two gasometers and other historic buildings to be maintained, will be granted in surface rights to the Polytechnic of Milan for 25 years, while 30 thousand mXNUMX will be transferred to University for XNUMX years for the creation of the Gasometer Park.

The expansion of the Campus will be accompanied by urban functions that are ancillary or compatible with the existing urban fabric. Therefore, for a maximum of 112 thousand mXNUMX, university residences, tertiary-office, production, hospitality and commercial destinations up to the average sales structure will be allowed.

"New parks, student residences, research and innovation: the agreement with the Polytechnic will allow us to carry out an important redevelopment in the Bovisa-Goccia area – explained the Mayor of Milan Giuseppe Sala –. The transformation of which Bovisa will be the protagonist will respond fully comply with the provisions of the Territorial Government Plan and will contribute to concretely realizing Milan's commitment to improving the liveability of the neighbourhoods, from an environmental, economic and social point of view".

“The agreement with the Polytechnic marks a turning point for a strategic area of ​​the city as well as the application of the Territorial Government Plan relating to Large Urban Functions – declares the councilor for Urban Planning Pierfrancesco Maran –. Bovisa is the hub of a fundamental axis which from Porta Nuova, through the Scalo Farini, rejoins the MIND area and Cascina Merlata to the north. The large park, which will have an extension even greater than that envisaged by the PGT, will therefore connect with existing and future ones, becoming a piece of a large green corridor, while the creation of an innovative hub for the Polytechnic will consolidate the university vocation of the area".

“In line with the large European metropolises, Milan has a scientific-technological park up to international standards. A laboratory open to the city and businesses, an ecosystem of collaboration, inserted in a large green area – comments Ferruccio Resta, Rector of the Polytechnic of Milan –. The two gasometers will be extraordinary containers of some of the driving functions for the world of innovation, entrepreneurship, training, well-being and culture with the aim of promoting the growth of a knowledge and innovation district that starts from the university and which extends to the community. A concrete response for sustainable and inclusive development."

The area of ​​4 thousand mXNUMX owned by the Polytechnic of Milan remains excluded from the provisions of the Framework Agreement, for which the University has started the procedure for obtaining the State-Region agreement aimed at the construction of the experimental building "DENG", intended to house the Department of Energy.

The development of the Bovisa-Goccia Large Urban Function will be divided into intervention lots, the implementation of which can take place through autonomous interventions, even temporally distinct, allowing a more rapid activation of the regeneration process. The path will start from the design and implementation of the remediation activities of the areas, as well as, where possible, from the start of the regeneration interventions that can already be carried out. For example, the Polytechnic will be able to act immediately for the creation of the Gasometer Park in the lot already reclaimed by the Municipality and for the refunctionalization of the two historic buildings, which have been recognized as having cultural interest.

At the same time, the Municipality will take action to carry out the reclamation of the remaining lot of the Gasometer Park, whose operational plan has already been prepared. As regards the interventions within the lot intended for the construction of the Goccia Park, the Administration will identify the best intervention methodologies aimed at making the areas usable even on a temporary basis and at containing the soil rehabilitation activity, safeguarding as much as possible the existing ecosystem.

At the same time, a system of infrastructures for public and private mobility will be planned, in line with the municipal guidelines aimed at encouraging sustainable mobility and in consideration of the proximity to the Bovisa and Villapizzone stations and with the Bovisa hub, the development of which will be outlined in a few weeks as part of the Reinventing Cities international call.
