Urban planning. Bovisa-Goccia: park and university campus, collaboration agreement between the Municipality and the Polytechnic for the regeneration of the area

Milan, July 14 2019 - Create a large public park, expand the university campus of the Polytechnic of Milan and plan a scientific and technological centre, creating the conditions for the area to become a place dedicated to excellence and research. With these objectives, the political guidelines for the regeneration of the Bovisa-Goccia area were approved, which will be followed, once the Territorial Government Plan has been approved, by the signing of a Framework Agreement between the Municipality and the Polytechnic, the main owners of the areas will lead to the definition of the Implementation Plan for their development.

The agreement follows the indications of the Territorial Government Plan currently under discussion, which provides for the development of the area linked to a Large Urban Function, understood as the expansion of the university campus, the creation of a park of at least 50% of the total surface area and the reduction of the building index to 0,35 m350/mXNUMX for university-related functions (management, production, aimed at the creation of a scientific-technological park, university residences). The area of ​​approximately XNUMX thousand square meters will therefore see the permitted volumes drastically reduced, in favor of an increase in greenery and a significant expansion of the university campus.

“With this resolution we confirm the commitment to proceed together with the Polytechnic to finally enhance an area that is of strategic importance both in terms of size and for the great accessibility guaranteed by the Bovisa and Villapizzone stations and we accelerate the process for the implementation phases - declares the Councilor for Urban and Green Planning Pierfrancesco Maran -. The objective is to create a public park in continuity with two other large parks that will be created in the coming years at the Farini airport and in the Mind area, as well as with the new green lung of Cascina Merlata. At the same time we will contribute to strengthening the Milanese excellence represented by the Polytechnic, which will be able to have new innovative spaces for its increasingly numerous Italian and foreign students". 

The technical secretariat, established in 2017 between experts from the Polytechnic and officials of the municipal administration to define project guidelines for the Bovisa-Goccia area, will immediately start a new phase of discussion, pending the approval of the PGT. The table will work in particular on the in-depth analysis of the guidelines through the identification of the spaces for teaching and research necessary for the creation of an innovative and functional campus and the definition of the project for the park: in fact, it is expected that the network of spaces and green paths that will characterize the new highly public settlements, will be flanked by two large connected areas, which will make up the Goccia park. The first is an area of ​​approximately 90 thousand square metres, located to the north-west, where in the coming months a phytoremediation experiment will be started, an innovative reclamation technique through the use of tree essences, possibly replicable in the remaining part of the Goccia.  

The second is the so-called Gasometer Park, an area of ​​40 thousand square meters located on the southern edge of the Campus and on which the gasometer artefacts and other historic industrial archeology buildings stand. The reclamation of this part of the park will be completed by the end of the year: to ensure that the area is protected and used quickly, while waiting for the Framework Agreement to define the general framework and implementation methods, the area may be entrusted to the Polytechnic, which will be responsible for carrying out temporary interventions at its own expense aimed at making its use possible: care of the greenery, insertion of equipment for outdoor sports, securing of historical artefacts and, where possible, their reuse for services and activities related to its function.
