Milan, August 3 2021 – With pagoPa, digitally managing the entire payment flow of a public service saves time and money for citizens and the Public Administration. A scenario that is already a reality in Milan: for the TARI, in just one year the number of bulletins sent directly to the e-mail of taxpayers has almost doubled, allowing them to pay the amount in just a few clicks. This allows a reduction in costs borne by taxpayers, a more efficient use of administrative staff with savings for the institution's coffers and less paper consumption.

The data collected by the Municipality of Milan confirm the positive effects of the adoption of pagoPA in terms of resources saved for the benefit of citizens, the Administration and the environment, thanks to the digitalisation of processes.

Milan, which joined pagoPA already in 2017, is among the top five creditor institutions present on the platform by number of transactions, with over 6 million payment transactions managed. So much so that, looking at large cities (over 250 thousand inhabitants), 16,6% of the total transactions last year on pagoPA refer to the Lombardy capital. Starting from these results, following the "Benefit Analysis Model" developed by the Department, Milan has chosen to start measuring the impact of pagoPA, focusing on two of the most representative taxes by volume of transactions: tariffs and notices of infringement, which cover approximately 90% of the total.

"After analyzing the issuing of digital certificates, we applied the model to pagoPa and the results demonstrate the high value of the platform in terms of social, economic and environmental benefits for citizens and the public body. A result that confirms the importance of a safe, innovative and sustainable digital payments system, both for citizens and for the public body".

THE BENEFITS FOR CITIZENS

The Tari (waste tax) is the first tax that the municipal administration integrated on the platform, five years ago, giving citizens the opportunity to pay through different tools and channels (digital or local) based on their preferences. Today, more and more Milanese people choose to receive payment notices relating to the Tari by email, so that they can complete the entire procedure online even from home. In Milan, between 2019 and 2020 the number of bulletins sent in digital format which can be paid immediately via the web thanks to pagoPA almost doubled: last year almost 130 thousand notices were sent by e-mail, while in In 2019 there were around 70 thousand. Considering the total TARI bulletins issued by the Municipality in 2020 alone (over 693.600), almost 20% were delivered via email. Receiving the TARI notice digitally, paying the amount due through pagoPA, means obtaining a saving on the notification costs paid by the taxpayer equal to 2,98 euros per single operation. The environment also benefits, given that the pagoPA payment notice, even if it were printed, has 5 sheets and no longer 7 as in the version prior to the activation of the platform.

As for infringement notices for violation of the Highway Code, the possibility of receiving the notification on the citizen's file App and proceeding with the payment through pagoPA involves a reduction in the notification costs, which usually fall on the citizen and which - in sending traditional fine on paper - amount to 12,98 euros.

THE ADVANTAGES FOR THE MUNICIPAL ADMINISTRATION

By adding the benefits attributable to TARI to those obtained on infringement notices, for the Municipality of Milan the integration with pagoPA meant first of all speeding up the management of each collection procedure by 10 minutes: a cut in time ensured by the automatic reconciliation of the flows, which eliminated the anomalies caused by the analogue process (in particular, for the payment of infringement notices). Over the last year, this has allowed the time of 10 administrative resources to be used more efficiently and dedicated to new services. Added to this is an estimate of approximately 0,50 euros saved on the costs of printing and sending each individual bulletin, overall reducing the burden on the Municipality's coffers by over 1.150.00 euros for 2020 and 936.867 euros for 2019 .

Finally, the transition to pagoPA payment notices, both due to the lower use of printed paper and the significant percentage of payment slips sent digitally, has allowed the Municipality of Milan to consume almost 3 million fewer sheets of paper.
