Environmental transition. A European public tender for the awarding of environmental services starting from 2021

Among the contractual innovations, 'green' vehicles and supply chain, circular economy objectives and an app for correct disposal

Milan, 17 November 2020 – A public tender at a European level will define the assignment of the management of environmental hygiene services starting from 2021. In fact, the contract stipulated with AMSA SpA for the waste management and urban cleaning throughout the city. The Municipality has therefore established the guidelines for the public tender procedure which will allow it to find the manager to whom the service will be entrusted for the next 7 years.
The service contract will in fact have a duration of 84 months and the overall value of the assignment exceeds 2 billion euros.
In addition to the current services, important innovations will be introduced which demonstrate the Municipality's careful sensitivity to environmental issues and strengthen the path undertaken in recent years.

Circular economy objectives, 'green' means, controls on the environmental supply chain.
The manager will not only be asked to increase the percentage of separate waste collection (thanks to the current service, Milan is first in Europe and among the top cities in the world), but also to recover, recycle and valorise the collected materials as much as possible, from packaging for used clothes, from a circular economy perspective to the direct benefit of citizens in terms of savings on TARI.
The service provider must actively participate in the reduction of air pollution by equipping itself with vehicles for the collection and transport of waste with reduced environmental impact. Quality certifications and compliance with current regulations will also be required for the disposal plants.

Relationship with citizens and with the Administration, planning in the area. 
To directly involve users in achieving waste separation objectives, there is an obligation to create an app that allows them to identify the type of waste and immediately know the correct disposal method.
A portal will be made available to the municipal administration to share data and reports relating to the services performed.
The organization of collection and cleaning must take into account the particularities of the area, any critical issues and needs, in order to develop more efficient and effective planning. The strengthening of the figure of the 'neighborhood street cleaner' will be requested, as a constant guardian of the territory.

Among the services envisaged, those relating to snow (salting of roads and removal), disinfestation and rodent control of public areas and manual sweeping in city neighborhoods remain confirmed. Added to this are the erasure of graffiti and vandalism on public buildings, the clearing and reclamation of public and private properties (in compliance with the Mayor's orders), and the cleaning of 'Open Squares'.

In the tender documents, the Municipality will include a social clause aimed at promoting the employment stability of the staff employed.
