City Times. From Coworking to nearworking, the Municipality experiments with new ways and places of work for its employees and those of its subsidiaries

Milan, January 31 2021 – From the introduction of agile working as a consolidated operational method for the staff of the Municipality of Milan and its subsidiaries up to the use of city coworking spaces, passing through the services carried out in "nearworking", understood as the possibility of carrying out work activity in a place close to one's home or domicile.  
These are the main innovations introduced by the guidelines for the implementation of operational proposals aimed at decongestion, desynchronization of timetables and better organization of the city's time, approved by the municipal council.    
 
 “This provision allows us to experiment with new working methods within the Public Administration, proposing, first in Italy, a new model of living and working in a city 15 minutes away – comments the councilor for Labor Policies, Productive Activities and Resources Human of the Municipality of Milan, Cristina Tajani -. The objective is to bring the workplace closer to one's home, thus encouraging the development of neighborhoods that are no longer dormitories, but with services and new commercial activities with consequent savings in time and emissions resulting from forced travel. The experimentation - he continues - is part of the general redesign of the city's times, due to the Covid emergency, but represents a valid model in itself, to also be proposed to the private sector, useful for improving the life of the city and the conciliation between life times and working times for individuals"  
 
The provision arises from the Administration's desire to provide a rapid and efficient response to the changing needs of the workers and inhabitants of the city as a result of the continuation of the Covid 19 pandemic, as well as to encourage the resumption of socio-educational and productive activities present in the area. Guidelines that are in continuity with the main objectives identified by the document "Milan 2020, adaptation strategies" which saw, for its implementation, the active contribution of citizens and the various representative organizations.     
There are two main areas of intervention envisaged by the guidelines, which will be implemented on an experimental basis by the Municipality of Milan and its subsidiaries in the coming months, starting with the adoption of the POLA (Organizational Plan for Agile Work) which sees the consolidation of agile working as a complementary working method to the in-person activity which will also be accompanied by the experimentation of a new flexibility in entry and exit hours, as well as new technological and digital equipment for the staff in order to improve their performances and monitor their work activity for promote a better quality of the services provided, also as a function of an ever-increasing social responsibility of workers towards the community.   
 
A transformation that also involves a radical rethinking of the physical places of work, no longer understood as fixed but dynamic, indispensable to encourage the spread of local neighborhood and neighborhood services for citizens as well as to limit transfers from the suburbs to the centre, thus contributing to develop a real polycentric and inclusive city.  
 
With this in mind of rethinking physical workplaces, the Administration will work to identify and verify the availability of spaces owned by the Municipality of Milan, distributed throughout the city, to be used as nearworking locations. Added to this will be the possibility of evaluating the availability and use of existing coworking spaces, obviously giving priority to those currently present in the Qualified List of the Municipality of Milan, as additional spaces that can be used by Administration employees to carry out their tasks in smartworking mode. We will then also experiment with the opportunity to use company offices, including those belonging to companies owned by the Municipality of Milan, for Administration employees in flexible working.   
 
Fundamental for the start of the new times of the city and of work, the creation in the coming months of a unitary control room which will see the Municipality of Milan interface not only with its own internal management and with all the investee companies but also with the main Employers' associations. A necessary comparison in order to define and launch experimental actions also supported by an institutional communication campaign, created in collaboration with Yes Milano, to promote a new culture of agile working and coworking and nearworking spaces.
