Safety. Council approves the proposal to amend the Urban Police Regulation, identifying further areas in which to apply expulsion orders

The measure passes to the council chamber for consideration

Milan, July 22 2019 – The proposal to amend the Urban Police Regulation of the Municipality of Milan was approved today in the Council with the insertion of article 135 entitled "Urban areas where the expulsion order operates".

The measure will be examined by the City Council for discussion and final approval.

Law no. 48 of 2017 provides for the possibility of issuing an expulsion order against anyone who engages in conduct that prevents the accessibility and use of railway, airport, maritime and local, urban and extra-urban public transport infrastructures (fixed and mobile), and of the relevant appurtenances.

It also provides for the possibility for Municipalities to identify further urban areas in which these same provisions can be applied. This identification occurs through the modification of the Urban Police Regulation.

“This provision – explains Anna Scavuzzo, deputy mayor and councilor for Urban Security – extends the possibility of issuing expulsion orders, which the law already provides for in the aforementioned areas. This extension is the result of analysis and discussion with everyone the subjects involved in the issue of integrated security: the local police and law enforcement agencies, municipalities, trade associations, committees and citizens. Starting last autumn we have promoted local assemblies and meetings with citizens in all the town halls: an important opportunity to listen and discuss with anyone who wants to dialogue with the Administration, make proposals, reports and highlight critical issues".

“We want to combat those behaviors – continues the deputy mayor – which make public areas unusable, with particular attention to all those adjacent to schools and school complexes, green areas and places with high attendance, including tourism. The extension of the areas in which to issue expulsion orders gives the local police and law enforcement agencies the opportunity to test the effectiveness of this tool".

The aim is to combat annoying behaviour, often on the part of abusive sellers and people who carry out acts contrary to public decency or in a state of drunkenness, illegal car parkers, people engaged in harassing begging or who in any case with their behavior make it difficult or even prevent the use of public areas.

The sanctions foreseen together with the expulsion order range from 100 to 300 euros, while for the violation of the expulsion order they are added from 200 to 600 euros.

The areas identified are those adjacent (up to 100 metres) to school buildings of all levels, university and research institutes; the areas intended for the holding of fairs, markets and public shows; public green areas; the areas adjacent to health facilities, hospitals, nursing homes and clinics; archaeological areas and parks, monumental complexes and other cultural sites and places.

Furthermore, the areas of Porta Venezia – C.so Buenos Aires are identified; former Porto di Mare – via San Dionigi – via Fabio Massimo – via Sant’Arialdo; San Siro Stadium; Historic Center – Inner Circle; Navigli; Darsena-Ticinese – Conca del Naviglio; Sempione – Arch of Peace; C.so Garibaldi – C.so Como – Piazza Gae Aulenti; San Paolo Hospital; San Carlo Hospital – Rear Perrucchetti Barracks Area; Niguarda Hospital.
