Milan, June 9 2019 – The new guidelines for the concession of use of school spaces during extra-curricular hours have been approved by the Council, which now each municipality, which is responsible for managing the concessions, will be able to incorporate into its own regulations, where the methods, times, costs, free and monitored.

“It was an important job that brings order to an issue that is really close to our hearts and gives the municipalities a coordination function and no longer just formalization of the assignment – ​​declares the councilor for Education Laura Galimberti -. The new guidelines for the use of spaces that the school can make available even at times other than school hours are born in the wake of 'Open Schools 2.0' and have been designed to guarantee maximum transparency and make known to as many as possible local associations and places for educational, cultural, sporting and aggregation activities open to citizens".

The application must now be presented directly to the municipality, which will request the opinion of the Institute Council for continuous activities and of the school director for occasional ones. The schools will send to the municipality, by 30 June for 2019 and by 15 May for subsequent years, the list of spaces available during the times and days in which no scholastic or extracurricular activities included in the three-year offer plan are carried out formative. The municipality will therefore play an important coordination role, intertwining the availability of spaces with the requests received.

All school spaces can be granted for use, including courtyards and gardens, with the exception of the areas intended for lunch and those indicated for the exclusive use of the school institution. In the individual municipal regulations, concession fees are determined on the basis of objective factors, such as the size of the spaces and the average number of days and hours of availability, and the hourly rate for ancillary costs (heating, electricity and water). It will then be the responsibility of the dealer to ensure the presence of adequate surveillance for the activity carried out and the number of people expected to be involved, have an insurance policy, correctly use spaces, furnishings and equipment and take care of safekeeping and cleaning.

The proposed activities may be either free or subject to the payment of an association/registration fee or a contribution to the costs incurred and the concession will be aimed at carrying out continuous activities, with a duration comparable to the entire school year or sub-annual, or occasional, for limited periods of time not exceeding one month, and the creation of campuses (summer and during the school year) of at least weekly duration.

The list of spaces must be constantly updated, with an indication of the concessions issued and availability, and constant monitoring must be guaranteed.
