Three years after the workshop "Dagli scali la nuova città" the ongoing projects and future scenarios were presented today
 
Milan, January 20 2020 - The future scenarios of the urban regeneration project of the seven former railway yards in Milan and the results three years after the workshop were presented today at the Porta Romana yard.
 
The public meeting “The new city from the airports. Three years later", sponsored by the Lombardy Region and organized by FS Sistemi Urbane (Italian FS Group) in collaboration with the Municipality of Milan, saw the participation of Giuseppe Sala Mayor of the Municipality of Milan, Attilio Fontana President of the Lombardy Region and Pierfrancesco Maran councilor of Urban planning, greenery and agriculture, Municipality of Milan. Illustrating the results are Carlo De Vito President of FS Sistemi Urbani and Umberto Lebruto CEO of FS Sistemi Urbani.

The project for the redevelopment of the seven former abandoned railway yards (Farini, San Cristoforo, Porta Romana, Greco-Breda, Lambrate, Rogoredo, Porta Genova) began with the Program Agreement signed in 2017 by the Municipality of Milan, the Lombardy Region, FS Italiane, with the Italian railway network and FS Sistemi Urbane, and Savills Investment Management SGR. The former railway yards occupy a free surface area of ​​approximately 1 million square metres, 65% of which will be allocated to green areas. This is the largest urban regeneration plan that will concern Milan in the next 10 years, one of the largest city repair and redevelopment projects in Italy and Europe.

SCALI FARINI AND SAN CRISTOFORO
The "Farini Competition" was launched in October 2018, an international selection for the drafting of the urban transformation and regeneration master plan of the former Farini and San Cristoforo railway yards. The winning project of the competition is entitled "Climate agents" by the OMA and Laboratorio Permanente team. Green and environmental sustainability represent the heart of the winning project. A unitary and linear park of over 25 hectares will be created in the former Farini airport. The 14 hectare surface area of ​​the San Cristoforo airport will be entirely used as a public park. Based on the Program Agreement, it is estimated that 1.000 social residential apartments will arrive at the Farini airport, which will become 1.500 with ordinary subsidized housing.

PORTA ROMANA SCALO
The guidelines for the master plan and for the tender are being drawn up with the aim of selling the area within the first half of this year. The Porta Romana airport will host the Milan-Cortina 2026 Olympic village: the development of the area, in view of the Winter Olympics, will include urbanization and infrastructure works, as well as the transformation of public green areas. Once the Games are over, the athletes' residences will be converted into social housing and university student housing. The Italian railway network (FS Italiane Group) is developing the project for the new Porta Romana station, in line with the current one, providing for an integrated paging system. 2 cycle/pedestrian accessibility to the Piazzale Lodi underground station (M3 line). The moving of the tracks and their partial burial is also being studied. This solution will make it possible to obtain pedestrian and green connections, and to mend the railway line between the north and south parts of the airport through the construction of a land bridge.

GRECO-BREDA PORT
A truly new social housing district in Milan, the first in Italy with zero emissions, with houses mainly for rent and with lots of greenery, which will be developed on the surface of the former airport (approximately 73.500 square metres). Of these, net of the areas planned for railway operations (around 11 thousand square metres), 72% (around 45 thousand square metres) will be allocated to greenery, spaces, pedestrian and equipped paths for public use, much more than the share of 60 % set by the Program Agreement for the redevelopment of the railway yard. In total it is expected that the new neighborhood will host 400 new social housing units (60% for rent and 40% for subsidized sale) and approximately 300 beds for students, for a total of approximately 1.500 new residents, mainly aged between between 24 and 44 years old. For the redevelopment of the former Greco-Breda airport, a particular path was imagined through participation in "Reinventing cities", the international tender promoted by C40 which envisages the sale of abandoned sites to be allocated to environmental and urban regeneration projects, in respect for the principles of sustainability and resilience. Various expressions of interest were presented, three of which were selected by the Judging Commission for the second phase of the competition which concluded with the presentation of the proposals and the awarding of the area in May 2019. The winning project is entitled "The Graft" , presented by the team led by Fondo Immobiliare Lombardia (FIL) and managed by Investire SGR with Fondazione Housing Sociale (FHS) as strategic partner, Barreca & La Varra for the architectural and landscape project and Arup Italia for the urban and environmental project.

LAMBRATE SCALO
As with the Greco-Breda airport, the Lambrate airport represents one of the seven areas with which Milan participates in the second edition of the international "Reinventing cities" call. The initiative was illustrated by FS Sistemi Urbani and the Municipality of Milan last December and will end in the first months of 2021.

ROGOREDO SCALO
For the development of the Rogoredo airport, an ideas competition "AAA architecticercasi" promoted by Confcooperative Habitat was launched. The initiative was presented in October 2019 to the Feltrinelli Foundation by FS Sistemi Urbani with the patronage of, among others, the Lombardy Region and the Municipality of Milan.

PORTA GENOVA AIRPORT
Also for the Porta Genova airport, competitive procedures will be developed for the drafting of the master plan and participatory procedures to collect citizens' requests, as provided for in the Program Agreement.

CIRCLE LINE
For the construction of the Circle line, the Scali program agreement provides for 97 million euros of investments. The awarding of the works for the construction of the new Tibaldi station is in the tender phase, with the aim of starting them in April 2020. The Supervisory Board has approved the construction of an additional railway stop to that already provided for in the Agreement program (Stephenson stop) at the walkway connecting the former Expo areas (now Mind - Milano innovation district) and Cascina Merlata. Design for the new Porta Romana station is underway.
