Human resources. Co-working and smartworking bank the new perspectives for agile working in the municipality

More hourly flexibility for employees with school-age children plus more smart working for offices that do not allow correct social distancing between employees

Milan, October 7 2020 – Six days a month of smartworking for each employee and a 'bank' of unused monthly days to draw on for further days of working from home in order to reconcile the needs of workers with the functioning of municipal services. This is the most ambitious objective on which the Administration is working following the discussion that took place today with the trade unions and the RSU.

The number of days, according to the hypothesis being examined by the offices, will be calculated on the overall number of smartworking days actually used monthly by the employees of each individual department; unused days may be redistributed in the same month among management colleagues according to a principle of solidarity and balance between the needs of the employees and the efficiency of the individual offices.

Added to the flexibility measures already adopted by the Administration is the flexibility of leaving hours, with recovery of the number of hours not worked in the same month, to reconcile working life with school time.

“The Administration continues its commitment to identifying, in agreement with the trade union representatives, solutions that guarantee flexibility, safety and services to the citizen. Smartworking – explains the councilor for Labor Policies, Productive Activities and Human Resources Cristina Tajani – remains central to this strategy also through innovative and supportive solutions such as those being studied for offices and outgoing flexibility for parents. We still have complex and burdensome months ahead of us and everyone's commitment is maximum to guarantee the safety of employees, conciliation and efficiency of services".

The extension of agile working, 5 days out of 5, has been confirmed by the Table for all employees who have obtained certification of fragility from the competent doctor as well as for beneficiaries of law 104, parents of children under 14 years old at home due to Covid, staff in fiduciary isolation and quarantine etc.

The willingness to derogate from the maximum limit of six days of smartworking remains unchanged for all those departments whose offices, due to compliance or location, do not allow correct safety distancing between the workstations of individual employees.
The Administration is also evaluating the possibility of creating a widespread network of "proximity" workstations to limit travel and decongest public transport.

The provision concerns approximately 5.000 employees, across all the various departments, and confirms how the Municipality of Milan is among the few public entities to have granted the possibility of remote working to 100% of the positions whose tasks are considered remotely manageable, overall about a third of its 15.000 employees.
