Urban Regeneration. More neighborhood shops in the neighbourhoods, the Municipality encourages their presence

Cappello and Tancredi: “We facilitate crafts and small businesses with a view to the proximity of the city and with the aim of improving the quality of life for all Milanese people” 
 

Milan, November 27 2022 - Stimulate regeneration processes, of entire areas as well as individual abandoned or degraded buildings, increase urban planning quality and enhance the quality of public space, especially pedestrian networks in neighborhoods. With these objectives, the Council approved a resolution aimed at encouraging and facilitating the presence of small commercial businesses and artisan activities in the city areas affected by urban regeneration interventions and in the external historic centres, from Baggio to Chiaravalle to give just a few examples.  
 
All areas of particular interest for the Administration in which - as foreseen by the PGT - urban-building interventions and social initiatives can be designed which include the redevelopment of the built environment, the reorganization of the urban layout through the creation of equipment and infrastructures, green spaces and services, the recovery or enhancement of existing ones, the rehabilitation of buildings. In this same vein comes the Municipality's desire to encourage the development and diffusion of commercial activities located on the ground floors of the buildings, which can contribute to revitalizing the neighborhood and at the same time becoming a safeguard for safety and sociality.  
 
This essentially concerns the application of some provisions (referred to in art. 15) of the implementation rules of the PGT: private services, artisan activities, neighborhood and administration businesses up to 250 mXNUMX of SL, including basements, basements and mezzanines if connected overlooking the public plan or for public use, are excluded from the calculation of the SL, or from the obligation to pay the urbanization charges and contributions to the construction costs normally foreseen, in addition to not determine service needs.  
The rule is applicable both in the case of new construction and in the case of another type of intervention, even with a change of intended use.  
 
Among the necessary conditions, that of agreeing with the Municipality the possible corresponding rent for the premises, the management and type of commercial activities, the thirty-year duration of the specific deed of restriction of functional use signed by the owner of the property and a duration of the rental contract of no less than 6 plus 6 years.  
 
“When we talk about urban regeneration we mean a complex and articulated process which, in addition to strictly building recovery and the related infrastructural organisation, must look at all the aspects that contribute to the revitalization and development of neighbourhoods, from the perspective of the local city and with the aim of improving the quality of life of those who live there - says the urban regeneration councilor Giancarlo Tancredi -. It means greenery, services, public spaces designed for sharing, schools, and, as in this case, neighborhood shops: encouraging their diffusion with the tools at our disposal is a fundamental element of building the liveability of city neighborhoods, which is then the final objective of our work”. 
 
“A new piece – explains the councilor for Economic Development Alessia Cappello – adds to the overall picture of the actions we are carrying out to promote the birth of new businesses and support existing ones. Announcements such as 'Mi-15', Civic Crowdfunding or Prossima Impresa are different sides of the same coin: initiatives that intend to support neighborhood shops, promote services in neighborhoods, increase the competitiveness of companies tested by the pandemic and energy crises. With this resolution, the PGT offers us a new lever to revitalize the neighborhoods with a view to a city 15 minutes away and recognizes an important benefit to trade and craft businesses".
