Urban regeneration. Areas at water risk, adaptation and integration of regulations

Milan, 4 April 2022 – Approved, in the last meeting of the Council, the start of the procedure which proposes a variant to the Territorial Government Plan relating to urban areas at risk of water, effectively an update and integration of the current implementing regulations.

The risk maps are updated, with a due act of transposition, adapting them to the Flood Risk Management Plan (PGRA) of the Region, to avoid unnecessary overlaps and simplify the legislation.

An integration is also proposed which concerns some areas to the north of the city affected in particular by the course of the Seveso river: it will allow, for specific cases of interventions relating to the basement and basement floors where the continuous presence of people is not permitted today, to allow the use, albeit limited to commercial or tertiary functions or for certain types of service. Residential functions are always excluded, as are some areas at risk of water, in particular those adjacent to the course of the Lambro river, east of the city.

The possibility of allowing the continuous presence of people will in any case be subordinated to the preparation of a detailed hydraulic compatibility check, very in-depth and specific to the place of intervention, to be drawn up according to the contents established by specific guidelines prepared by the Administration. The hydraulic compatibility studies will allow us to know the real conditions of vulnerability of the individual property subject to the intervention, for which the necessary adaptation and protection works may be required.

Finally, the reduction from 10 to 4 meters of the buffer zones for the possibility of building in the area of ​​the minor water network (Fontanile Tosolo and Cavo Viviana) within the MIND area was also announced. The reduction of the area is proposed because the two waterways do not present hydraulic risks, and because it allows the section inside the MIND area to be aligned with the entire route of the water network in the municipal area of ​​Milan.

"This is a provision that reconciles the rules on hydraulic risks with the needs of redevelopment – ​​intervenes the councilor for Urban Regeneration Giancarlo Tancredi –. The approval of the variant will allow, only if certain conditions are respected, to create or renovate basement spaces and underground, always with the exclusion of residential functions".
