Milan, May 22 2019 – A new sustainable and inclusive neighborhood with greenery and houses for rent at the Greco airport, a spa theater that recovers and repurposes the historic building of the Scuderie de Montel, a green building dedicated to oncology research in via Serio, an innovative hostel that it also hosts public functions in viale Doria.

These are the winning projects of "Reinventing cities", the international call launched in 2017 by the Municipality together with C40 to transform unused or degraded sites into spaces for environmental and urban regeneration. The projects, selected by juries with international experts according to a reward mechanism based firstly on the quality of the project and secondly on the economic offer, will be presented this afternoon in Oslo, in the presence of a representative of the municipal administration, together with the winners of the tender for Chicago, Madrid, Oslo, Paris and Reykjavik.

Aimed at architects, urban planners, designers, developers, entrepreneurs and innovators and launched with the support of Climate KIC, "Reinventing Cities" aims to promote healthy, green, economically sustainable and resilient urban development in the cities of the network that have joined. The initiative follows "Reinventer Paris", the call for tenders which in 2015 made it possible to start the revitalization, through projects of high environmental and urban quality, of 22 Parisian areas.

"Reinventing Cities" is a one-of-a-kind tender whose first objective is environmentally-oriented building redevelopment: the key selection criterion for the projects is in fact the quality of the proposals, which must be able to promote innovative solutions in terms of energy efficiency, green component, new services, architecture, construction and financing methods. In addition to regenerating 4 places in different strategic areas of the city, the sale will allow the Municipality to earn a total of around 7,3 million euros.

Below is the story of the four winning projects for the Milanese sites, which will be presented by the respective teams on Sunday 26 May, starting from 18 pm, during a public meeting at the Triennale di Milano promoted by the municipal administration. As regards the fifth site nominated for the tender, the Gorla Market, despite some applications received in the initial phase, no economic offer was followed and therefore it was not assigned.

The winning project (with an economic bid of over 4,8 million euros) for the Greco airport owned by the Italian State Railways, presented by Investire SGR S.p.A. together with the designers Barreca & La Varra, Arup Italia S.r.l., Wolf visualizing architecture (authors of the rendering) and others. A truly new social housing district in Milan, the first in Italy with zero emissions, with houses mainly for rent and with lots of greenery, which will be developed on the airport's surface area of ​​approximately 73.500 square metres. Of these, net of the areas intended for railway operations (approximately 11.000 square metres), 72% (approximately 45 thousand square metres) will be allocated to greenery, spaces, pedestrian and equipped paths for public use, much more than the share of 60 % set by the Program Agreement for the redevelopment of the railway yard. 

As regards the building area of ​​24 thousand square meters in total, 21 thousand will be allocated to social residential housing and 3 thousand to compatible functions (coworking spaces, commercial activities, sustainable supermarket). In total, it is expected that the new neighborhood will host 400 new social housing units (60% for rent and 40% for subsidized sale) and 300 beds for students, for a total of approximately 1500 new residents, mainly aged between between 24 and 44 years old. 

“The graft” will bring about a reconnection of the surrounding neighborhoods, on the one hand creating a quality pedestrian connection between Bicocca, Precotto and the University, connecting to the existing and planned railway underpasses, and on the other inserting itself into the green corridor that goes from Porta Nuova to the Monza park, and from the Martesana it joins the North Agricultural Park. The project has three main objectives: creating the first zero-emission social housing through the use of innovative and sustainable construction technologies, managing community spaces in a resilient and coordinated manner thanks to the involvement of many public and private actors (from A2a to the Polytechnic of Milan, from Cariplo factory to Delta ecopolis and others), create a collaborative and inclusive neighborhood with shared spaces and an agricultural heart. The objectives will be pursued through a series of planned services and development strategies for the new neighborhood, which will have sustainability and inclusion as common denominators. The new accommodation will be built largely with renewable or recyclable materials, equipped with heating systems with radiant floor panels and photovoltaic systems. Great attention will be given to the waste cycle, providing for a separate collection system with weight detector, to make the inhabitants more aware of the quantities of waste they produce, and the installation in the neighborhood of two mechanical composting machines to transform the waste in compost for vegetable gardens and fertilizer for green areas.

Sustainability also means water saving, with the installation of water houses and the creation of a rainwater collection and reuse system, and favoring gentle mobility, improving pedestrian connections and discouraging the use of private cars. The main intervention on the road system involves the repositioning of approximately 55 meters further west of Via Breda, which would allow continuity of the masterplan area and generate a predominantly cycle-pedestrian area. It also promotes a limited penetration of vehicles within the neighborhood and the reduction of parking facilities (thought to be mainly underground), in favor of the provision of a fleet of shared vehicles for the neighborhood. As regards greenery, the idea of ​​a natural agricultural park by Greco is promoted: on the route of the current Via Breda, Viale dei Gelsi will be created, which together with the main square will constitute a green corridor of 6.600 square metres, to which will be added a community garden for residents, new horticultural spaces, the creation of an orchard and the planting of 640 trees.

Great value is given to the concepts of community and inclusion, with the creation of a Human adaptive zone made up of spaces and services for everyone such as common kitchens, laboratories, the neighborhood concierge, a circular economy district. The social management of housing will guarantee the distribution of the types of accommodation available, including temporary social co-residences for 6-10 people and cluster-flats, the result of the aggregation of small housing units connected to each other by a common space. “L'graft” will make available apartments at controlled rents which will have rental values ​​between 70 euros/square meter and 110 euros/square meter and sales values ​​of 2.200 euros/square meter, as well as housing with an average social rent of 25 euros /square meter.

Finally, the concept of belonging to a community will be strengthened by the creation of a neighborhood app where residents will be able to find all the information relating to services and data on the surrounding environment in real time.

Scuderie de Montel – Thermal Baths Theatre - Download the documentation

Recovery of the historic building, water, urban greenery, sustainability, relationship and interaction with the community. These are the founding ingredients of the “Teatro delle Terme” project which will bring the historic de Montel stables in San Siro to new life. The multidisciplinary team led by the ATI Teatro delle Terme was awarded the restoration of the Art Nouveau building with a proposal (financial offer 1,2 million euros on an auction basis set at 1.183.500 euros) which combines the desire to preserve the buildings historic stables with the potential offered by the presence of thermal waters underground, and the design of a vast urban park. The project, conceived and created by the architect. Giancarlo Marzorati in partnership with the J+S S.r.l. studio of the architect Federico Pella in partnership with the J+S S.r.l. studio of the architect Federico Pella, in the various phases will be subjected to the opinion of the Superintendence, in order to preserve the historical and architectural value of the building.

The entrance to the new spa in Milan will be located on Via Achille, which will be accessed through a green area for public use of approximately 1.700 square meters (forecourt), equipped with two water tanks, some seats and spaces suitable for hosting markets and exhibitions. Once along the central avenue you reach the stable building, which will be restored and completed according to the taste of the time and equipped with high-tech features for energy saving (photovoltaic panels, green roofs, insulating systems). The park continues beyond the entrance, first in the courtyard inside the building - the so-called closed courtyard - designed for the relaxation of visitors and equipped with a rich variety of essences and two water tanks, then in the amphitheater, beyond the building, designed as a lawn surrounded by a large semicircular pool, to which is added a smaller pool to close the large hemicycle.

The building, originally developed on two floors, was redeveloped and restored, with the addition of a third level. On the ground floor, in addition to the ticket office, you proceed towards the relaxation pools with thermal waters coming from the existing well on the site and equipped with hydromassages, effervescent seats and cervical waterfalls. Beyond the pools there are the saunas, after which you reach the large hall that leads to the external amphitheater. Continuing the route inside you come across the "club house" and immediately after the wet area of ​​the steam baths and the hamams. The main passages on the ground floor are characterized by trees and plants, in continuity with the external greenery. The first floor houses the changing rooms and the second part of the wellness program, with the "temple" for meditation, the relaxation rooms of the "imagined forest" set up with birch trunks and the "farmer's cottage" with vintage furnishings and chaise longues and the 'zero kilometer' restaurant with food grown in the appurtenant garden. The route ends with the area dedicated to massages. The second floor of the building will instead host classrooms and meeting rooms, made available to neighborhood associations for debates and conferences.

The technical areas for the systems will be merged into a single newly built building located along the border wall on via Fetonte, along which there will also be bike sharing stations, an electric car sharing station, charging stations for electric cars and a water house. Also from via Fetonte it will be possible to access the car park, located underground in the area below the amphitheatre. The center will be open all year round, with a maximum capacity of 600 people per day, and will provide employment for 60 people.

A place dedicated to scientific research in the oncology field, which combines the tradition of the ancient charterhouses - understood as places of invention and knowledge - with sustainability and energy efficiency. This is Vitae, the project - presented by Covivio (formerly Beni stabilize SIINQ), with the associated design and innovation studio Carlo Ratti and the environmental expert Habitech and supported by a partnership of excellence including Fondazione Politecnico di Milano and IFOM ( Molecular Oncology Institute) - which will regenerate a portion of approximately 5 thousand square meters of Via Serio. The economic offer of Covivio development S.p.A. was 5 million euros, compared to an auction starting price of 2.059.600 euros.

Located south of the Romana airport, a new international hub for culture and innovation, Vitae consists of a new building and a green square for public use destined to become a new meeting point in the neighborhood that already hosts Symbiosis and the Prada Foundation. The innovative idea of ​​the project is the interpenetration between public and private space. In fact, the new building will be entirely crossed by a green spiral, a 150 meter promenade that will externally connect the various floors, from the terrace to the square below, full of vegetable gardens and vineyards and suitable for hosting outdoor sporting activities. On the ground floor the structure will host Horto, a sustainable restaurant project with zero kilometer kitchen and hydroponic greenhouse. The first floors will be used for sustainable and technologically advanced offices, while on the fourth and fifth floors there will be an expansion of the center of excellence for oncology research, already present on the opposite side of via Serio, intended for IFOM's partnerships with other international research centers. Finally, at the top, on the sixth and seventh floors, there will be guest quarters for IFOM researchers and their families, and the panoramic terrace for public use on the eighth floor, the starting point of the promenade, planted with vines and herbs aromatic, a real green roof that will help absorb and drain rainwater and reduce the heat island effect. A photovoltaic system is also planned to the west of the building for energy production.

Thanks to an innovative technological system applied to the facade, the building envelope will adapt to solar exposure, guaranteeing the necessary amount of shading and lighting depending on the exposure. Furthermore, the highest floors of the building in the NZEB (Near zero energy building) category will be made of wood with the aim of reducing energy consumption. The outdoor spaces of the square onto which the promenade leads will be suitable for hosting public and educational events and will be equipped with a seasonal greenhouse with hydroponic cultivation of aromatic herbs, around 40 trees, flowering meadows, orchards and areas equipped for relaxation.

The project will thus enhance the entire Via Serio, also providing for the widening of the sidewalk for safe use of the area. Furthermore, in synergy with the Symbiosis smart district, it is expected to encourage the development of an innovative and sustainable LPT system based on autonomous driving through the preparation of a pilot project with vehicles in a protected location between Ripamonti and Piazzale Lodi. Mobility on two wheels has also been facilitated, with the installation of racks in the square, and electric mobility, with the provision of charging stations, while in collaboration with Engie car sharing services will be made available for the researchers residing in the structure and for workers from companies operating in the building. Finally, in the underground floors, in addition to the car parks, two rainwater accumulation tanks will be built, later used for the irrigation of the green areas.

Viale Doria – Coinventing DoriaDownload the documentation

A hostel open to national and international hospitality with large spaces of interest and public use. Coinventing Doria, presented by Rete fra Imprese B smart (TEICOS UE SRL + FUTURE ENERGY SRL + DELEO SRL + ENERGA SRL) with an economic offer of 1.073.555 euros (auction starting price 1.053.500 euros), is the project that will redesign the stretch of via Doria between viale Brianza and via Giovanni da Palestrina, currently used as a paid public car park, transforming it into a new center of gravity for the neighborhood equipped with greenery and public spaces.

The project involves the construction of a nine-storey building overlooking a new square. On the ground floor of the structure there will be a bar, a central meeting point for external citizens and hostel guests, equipped with rooms of various sizes for a total of 280 beds. On the top floor of the building, a free building with independent access will be built. The facade of the building will be covered in high pressure laminate slats with a wood finish composed of up to 70% natural fibres, while on the internal front, instead of the slats, a system of planters will be created for the growth of climbing greenery with natural sunshade function. The passage between the building and the square in front will take place via a "theater" staircase, a series of steps with seats equipped with electrical sockets for charging PCs and cell phones and suitable for hosting small concerts and happenings. In the square there will be a pavilion with the distribution of 'zero kilometre' products, an Infopoint, an information space, a children's play area, a ping pong area and a garden area.

Coinventing Doria focuses on energy efficiency through the use of highly innovative technologies: the construction of a water-water heat pump is planned, which allows the hydrothermal energy of ground water to be exploited for 77% of energy needs thermal energy of the building, the installation of photovoltaic panels on the roof, and the use of the Breathing Wall system for the construction of the walls, which allows external air flows to be introduced into the internal environments, thus containing the need for thermal energy. The building is also largely made of wood and concrete made from recycled materials.

The strategies for mobility and greenery are two other pieces of the sustainable aspect of the project. The area is designed as a new interchange hub between public, private, electric and shared transport, equipped not only with some parking spaces which will remain, but also with shared parking spaces for cars and motorbikes, electric charging stations and 2 stations for bike sharing. It is planned to make the stretch of Viale Doria between Viale Brianza and Via Palestrina a single lane for vehicles, thus increasing the public space for social cohesion and greenery: here, in fact, a small urban lung will be created with 90 trees, shrubs and aromatic herbs , with the idea of ​​subsequently extending the plantings along the entire axis of Via Doria, in continuity with the future configuration of Piazzale Loreto and Corso Buenos Aires. The roofs of the building will also be green, while a communication and awareness campaign on the value of biodiversity is promoted through the creation of a dedicated App, which will also offer citizens valuable information on the environmental theme on available parking spaces, on public events scheduled in the square and much more. Finally, a meteorological detection unit capable of providing data on the main air pollutants will be installed.

Not just Milan: the projects in Madrid, Paris, Reykjavik and Chicago - Images

The regeneration projects for the Milanese sites will be announced this afternoon in Oslo together with those of other cities around the world participating in the tender. In Madrid Reinventing Cities will bring, for example, the "Tercer sonido" project which will reconnect the residential and industrial areas of the Villaverde neighborhood with student residences, a music factory, and green spaces, while "Urban battery" will be a center for the development of energy technologies cutting-edge, which will deal with biodegradable batteries for electric mobility and intelligent device applications and will be equipped with a socially co-managed photovoltaic system. In Paris “Mikno” will be a new neighborhood, made with recycled materials and 50% powered by renewable energy, with student accommodation, residential homes, offices and local shops, and a Garage bleu, an incubator focused on the mobility of the future, while “Odyssee Pleeyel” will reconvert the industrial building Hall de décuvage Pleyel in St. Denis, hosting workshops for young people, startups and NGOs working in the field of climate change studies. In Reykjavik with “Lifandi landslag” the largest wooden building in Iceland will be built, with 75% dedicated to greenery, while “Fabric” will integrate co-living and co-working spaces in a low energy consumption hub built with wood and locally produced rock wool. Also interesting is the "Garfield green" project in Chicago, which will bring a new zero-emission residential center with health services and green spaces capable of generating 100% of its energy needs through rainwater in the suburban neighborhood of East Garfield Park.
