Referendum. The organizational machine is ready to go

A total expenditure of 3,5 million euros is expected for the consultation on March 29th
 
Milan, February 7 2020 – The Council has approved the guidelines for the execution of the interventions necessary for the holding, on March 29, of the popular referendum confirming the constitutional law containing "Amendments to articles 56, 57 and 59 of the Constitution regarding the reduction of the number of parliamentarians” approved by Parliament.

The organizational machine is ready to go: the municipal administration has the task of ensuring the same organization and the same activities guaranteed for the electoral consultations. The expected expenditure for the setting up of the 1.248 traditional polling stations (plus 66 special polling stations in hospitals, retirement homes and prisons), IT services, scrutineers and extraordinary administrative staff services is 3,5 million euros, of which 700 thousand to be paid by the Municipality of Milan, while the remainder will have to be reimbursed by the State.
 
Approximately 700 thousand euros will be used to cover the emoluments of the 1.248 polling station presidents, 1.248 secretaries and 3.771 scrutineers. For presidents there is a compensation of 130 euros (79 euros for presidents of special polling stations), 104 euros for secretaries and scrutineers (53 euros for scrutineers of special polling stations).
 
The expected expenditure for the extraordinary services of the staff of the managements and municipal areas involved in the preparation of all the activities connected to the referendum, from the Services Area to the Citizen, amounts to approximately 1,8 million euros (among the examples of activities carried out: the purchase of the tools necessary for the functioning of the electoral sections, the sending of postcards to Italians abroad, printing and delivery of electoral cards to new voters, the appointment of scrutineers and the subsequent management of renunciations and substitutions, support for the Presidents of polling station via call center at the Electoral Office) to the Local Police (engaged, for example, in territorial control activities also during electoral propaganda activities, escorting the transport of material to the voting centers, guarding the municipal structures involved in electoral activities) to the use of the staff of the Information Systems and Digital Agenda Area who will have to guarantee the necessary telematic connections in all the offices involved in the electoral consultation.
 
For the porterage activity the estimated expenditure is around 400 thousand euros, while 90 thousand euros will be used for the rental of cars and shuttles, extraordinary and urgent cleaning services of school buildings and municipal offices, purchase of curtains for voting booths and any other additional materials needed.
