Milan, March 14 2021 - Due proposte per due quartieri, due progetti che guardano oltre il centro storico per migliorare la qualità dell’abitare in città. Uno insiste nella zona di Greco-Niguarda, a nord est, l’altro riguarda quella di San Siro, a ovest. Entrambi puntano alla rigenerazione di aree e spazi già definiti e costruiti, e individuano ciascuno un immobile di proprietà pubblica da recuperare e riprogettare destinandolo all’abitazione transitoria come fulcro di un piano più ampio di potenziamento del sistema abitativo e dei servizi di welfare urbano, che comprende anche la sistemazione delle strade limitrofe e degli spazi pubblici, oltre alla dotazione di nuovi servizi di prossimità a disposizione degli abitanti, come laboratori, spazi dedicati alla microimpresa, al co-working e allo stare insieme.

The objective is therefore twofold: to increase both quantity and quality the transitional residential possibilities for people in difficulty, as well as for young students and workers, and at the same time contribute to the construction of more liveable neighborhoods, better served and capable of offering greater opportunities for those who live there. 

With these proposals, the Municipality adheres to the Innovative Program for the Quality of Living (Pinqua), the tender of the MIT, Ministry of Infrastructure and Transport, based on inter-ministerial decree no. 395 of last September, expiring on March 16th. If approved, the projects will be entirely financed with state funds through the tender, up to a maximum of 15 million euros each. 

“Sono progetti - interviene l’assessore alle Politiche sociali e abitative Gabriele Rabaiotti - con cui vogliamo potenziare l’offerta transitoria per l’emergenza, utili anche a procedere con maggiore facilità con interventi di ristrutturazione delle case popolari, nel caso sia necessaria la mobilità delle famiglie, per tutelare i casi di particolare fragilità. È quanto già abbiamo fatto, in collaborazione con Aler e con il coordinamento della Prefettura di Milano, su diversi casi - da via Civitali a via Lorenteggio 181, da via Manzano 4 a via De Stael, per citarne alcuni - gestiti con attenzione evitando sgomberi forzosi e interventi diretti delle Forze dell’Ordine. Le case popolari, sia le nostre sia quelle di Aler, richiederanno in prospettiva un numero crescente di interventi di rigenerazione e ristrutturazione che potrebbero richiedere soluzioni transitorie ed emergenziali proprio come quelle che intendiamo realizzare”. 

"Strade e incroci più sicuri, più spazio per la pedonalità e la ciclabilità, riordino della sosta, riduzione della velocità vicino alle scuole e ai luoghi di aggregazione, più verde - dichiara l'assessore alla Mobilità Marco Granelli - . Questi sono gli interventi che affiancano quelli sulle abitazioni, contribuendo a migliorare la qualità della vita nei quartieri per rendere più vivibili le nostre strade e piazze, lo spazio pubblico, più a misura di famiglia; per migliorare i percorsi casa scuola e casa lavoro, i luoghi frequentati tutti i giorni e l'affaccio dei negozi di prossimità".

MOVE IN NIGUARDA-MUOVERE GLI IMMOBILI, INTEGRARE I SERVIZI 

The project revolves around the renovation of the property owned by the municipality in via Pianell 15, now unused, once used as a shelter for single mothers, which will make it a housing hub for short- and medium-term temporary hospitality . The lot, a total area of ​​approximately one thousand square meters, will include a complex building with five floors above ground, with a gross usable area of ​​approximately 2.900 square meters and the construction of various types of rooms/beds (about ninety, in addition to 5 mini-accommodations). On the ground floor some spaces will be reserved for local services open to residents. 

Complementary to the project is the recovery of around twenty municipally owned housing units spread throughout the surrounding area. The aim is to create a network for temporary hospitality, services open to the neighborhood and apartments rented at controlled rent for longer periods. 

The Municipality's proposal also includes the redevelopment of public spaces, from the streets and sidewalks to the cycle-pedestrian passages around Via Pianell, to complete the connection route between the neighborhood and the North Park. 

MOVE IN SAN SIRO-MUOVERE GLI IMMOBILI, INTEGRARE I SERVIZI

In questo caso, l’immobile al centro del progetto è quello di via Newton 15, di proprietà di Aler e già oggetto di un Protocollo d’intesa con il Comune: lo stabile (oggi adibito a uffici che verranno trasferiti nella limitrofa via Zamagna) verrà dato in comodato d’uso gratuito per 25 anni all’Amministrazione che lo sistemerà per trasformarlo in un hub abitativo con stanze per le permanenze brevi e alcuni mini alloggi per la locazione più lunga, per un totale di un centinaio di posti letto. I lavori prevedono anche il completamento del primo piano e la costruzione di un secondo, e la realizzazione di spazi destinati a servizi condivisi per gli ospiti, tra cui una portineria, sale comuni, una lavanderia e una cucina.

These refunctionalisations revolve around the renovation of a large municipal apartment of around 125 mXNUMX in via Paravia, which will be divided into two units with shared services and dedicated to people with particular difficulties, and the recovery of another thirty public houses today vacant spaces of mixed ownership (Aler and Municipality) widespread in the neighbourhood. The works will also concern the energy efficiency of buildings, to reduce consumption and polluting emissions, and the achievement of CPI, fire prevention certificates. 

As for the Niguarda neighbourhood, the proposal also includes other works: the rethinking of the internal courtyard of the school in via Dolci, which must open beyond school hours and become a meeting space with the neighbourhood, and the redevelopment of some streets, in particular the road axis of via Paravia, including public spaces, as well as intelligent public lighting interventions. 

La proposta vede il coinvolgimento, oltre che di Aler, anche del Laboratorio di quartiere San Siro e del Politecnico di Milano che già opera in zona con il progetto ‘Off Campus’.
