Procedure for verifying eligibility for the Strategic Environmental Assessment (SEA) relating to the proposed Mandatory Implementation Plan PA2 Natta Nord

• Starting the procedure
• Identification of the competent subjects in environmental matters, of the territorially interested bodies, of the functionally interested subjects and of the individual sectors of the public interested
• Communication making the Preliminary Report available

Given and recalled that:

• the Municipality has a Territorial Government Plan, approved with resolution CC n. 16 of 22 May 2012;  with CC resolution n. 34 of 14 October 2019, the variant to the PGT was approved, which became effective following the publication of the relevant approval notice on the BURL - Series of Notices and Competitions n. 6 of 5 February 2020;
• the art. 26, paragraph 4 of the Implementation Rules for the Plan of the Rules of the PGT Variation defines the urban planning parameters of the Mandatory Implementation Plans defined therein;
• with application dated 5.11.2021 (Prot.059389272021) the definitive proposal for the Mandatory Implementation Plan relating to the areas located in Milan in via Natta, Ziegler, Cambi and Chiarelli, with a territorial surface area of ​​25.798 m11.236 was presented by the company Ediltrenno srl with a single shareholder. . of which approximately 14.535 m11.500. of private reason and approximately 26.4 m11.263. publicly owned;  the Program proposal envisages the construction of XNUMX mXNUMX of SL as provided for in the art. XNUMX of the NdA of the PdR of the PGT. The provision of service areas, equal to XNUMX mXNUMX, is obtained through the sale and/or subservience for public use;
• the proposal also envisages the implementation of urbanization works on areas outside the perimeter of the PA which fall on areas already in public use and that these works are aimed at the adaptation and redevelopment of via Cambi and via Natta;
• Directive 2001/42/EC of the European Parliament and of the Council of the European Union of 27/06/2001, Legislative Decree no. 152 of 03.04.2006 and subsequent amendments and LR 11/03/2005 n. 12 and subsequent amendments provide for the Strategic Environmental Assessment (SEA) of Plans and Programs that can have a significant impact on the environment, in order to promote sustainable development and ensure a high level of environmental protection;
• with Managerial Resolution no. 4036/2022 of 20 May 2022, the Director of the Implementation Planning Area 2 determined the start of the procedure for verifying eligibility for the strategic environmental assessment (SEA);
• with Management Resolution no. 5776/2022 on 19 July 2022, the competent subjects in environmental matters, the territorially interested bodies, the functionally interested subjects and the individual sectors of the public interested were identified;

with reference to the procedure for verifying eligibility for SEA in question, pursuant to art. 14 and following of Law 241/90 and subsequent amendments and Annex 1 to DGR n. IX/761 of 10 November 2010, in accordance with art. 14 of Legislative Decree 152/2006 and subsequent amendments and in agreement with the Competent Authority

the start of the proceedings is announced of Strategic Environmental Assessment;

the competent subjects are identified in environmental matters, of the territorially interested bodies, of the functionally interested subjects and of the individual sectors of the public;

we inform you that the Preliminary Report has been made available.

The Preliminary Report with the relevant attachments (as per the list below) are made available - for consultation purposes - through publication on the Sivas regional website, on the municipal website (www.comune.milano.it/aree- themes/urban-planning-and-building/urban-planning publications) as well as deposited for free viewing at the municipal offices in via Sile, 8 on the 7th floor (Implementation Planning Area 2 - Proceeding Authority) and on the 3rd floor (Water Resources and Sanitation Area Environmental – Competent Authority), starting from 23 August 2022 until 21 September 2022 with the following opening hours: Monday to Friday from 10:00 to 12:00 and from 14:30 to 16:00, by appointment to be made via email by writing to URB.pianificazioneURB@comune.milano.it .
