Local police. Violations of the highway code, European tender for notifications and collections to residents abroad

Scavuzzo: "We will improve the service, the reports will also be sent in the native language of the offenders"

Milan, 14 December 2019 – The guidelines of the European tender for the assignment of the notification and collection service for violations of the highway code and regulations for foreign citizens have been approved.

Since 2016, the Administration has decided to proceed with a public tender, with the criterion of awarding the most economically advantageous offer, for sending sanctions to citizens residing abroad. The contract in force will expire on 30 June 2020 and in view of that date we want to launch a new tender for the management of the service which involves the identification, through databases, of the owner of the vehicle, the sending of the report in Italian and in the language of the place of notification and, in the same manner, of the order - prefectural injunction. This service will last 24 months.

“Compared to previous years – explains deputy mayor Anna Scavuzzo – we have chosen to include among the requests the sending of the fine also in the offender's native language. Milan is increasingly an international hub, with a marked increase in the number of foreign people using their own or rental cars in our city. A report in the native language will avoid the language barrier and will make it easier for offenders to understand the text of the report and at the same time the payment."

The estimated total expenditure for the two-year period is 2.789.120 euros, VAT included, calculated on the historical data of previous years and increased on the basis of previously unforeseen prefectural ordinances - injunctions. This expense includes both the 25% premium, which may be subject to a low offer, and the cost of notification abroad.

The notification of the reports, as required by the Highway Code for those residing abroad, must be carried out within 360 days of the violation being ascertained, unlike the 90 days provided for Italian violators, to have time to identify the addresses of the violators foreigners.
The comparison with previous years saw both an increase in the number of notifications of vehicle reports relating to foreigners and an increase in paid reports.

In the two-year period 2017 - 2018 there was an increase in the number of notifications of reports, i.e. an increase in violations committed with vehicles with foreign license plates, but also an increase in the collection of Highway Code fines.
In 2017, in fact, against 113.622 notifications, 48.245 payments were recorded for a total amount collected of 4.550.957 euros.
In 2018, 116.654 reports were notified, of which 54.589 were paid for a total income of 5.419.761 euros.

Therefore, 2017% of the reports notified abroad were paid in 42,5, which became 46,8% in 2018.

“We continue with this activity which is more necessary every year – adds the deputy mayor – in a city that has an increasingly significant international dimension. We facilitate the understanding of the information provided in the notifications with the translation and at the same time ask all those who drive in Milan with foreign license plates to respect the rules of the highway code and regulations".

As regards the type of violations, the sanctions notified abroad include failure to respect limited traffic zones and reserved lanes in first place, exceeding speed limits in second place and parking bans in third place.
