Social policies. 2,6 million from the Municipality for work inclusion

On 21 April the Administration will present the positive experience of Celav in front of representatives of the European Commission

Milan, February 16 2020 – Over the next two years, the Municipality will invest over 2,6 million euros for the orientation and work support of disadvantaged people. The Council decided this through the approval of a resolution which allocates resources to support Celav - the Municipality's employment mediation center which deals with work inclusion by collaborating with public and private social bodies. To find partners, Palazzo Marino will publish a public tender to entrust the service for a duration of 24 months, with a possible extension of another 12. Up to 70 points will be awarded for the qualitative offer and up to 30 points for the economic offer. 

By virtue of the guidelines launched by the Administration, Celav will have to guarantee the creation of integrated teams of municipal and external operators diversified by type of user (adults aged 26-60, adolescents and young people aged 16-25, asylum seekers and holders of international protection hosted in the reception circuit, people with disabilities, people with addiction or mental health problems, people subjected to measures restricting their freedom, people in conditions of serious social marginalization). Each team will be coordinated by an employee of the Municipality who will be responsible for assigning each user to the accompaniment of a tutor in order to build an individualized path of work inclusion. Celav will have to be structured as a second level service that is activated upon notification from the local socio-health services, while also guaranteeing the care of people who live in conditions of socio-economic hardship but are not covered by the services. 

Among the services offered, there will be an active desk for orientation on training and work opportunities in the city, also through a fortnightly bulletin that collects job offers. There are also short courses of three or four meetings for the construction of the CV, the skills assessment and active support for research and inclusion workshops dedicated to those who possess insufficient skills to allow the start of a normal career path. Celav will promote the activation of work internships aimed at insertion into the company through concrete work experiences and, finally, tutoring activities in order to assist and support the user in the construction of the individualized project and in its execution.

In 2019, there were 2.643 users employed by Celav, of which 1.019 started an internship for a total of 1.447 internships activated (an intern can do more than one internship in the course of a year). At the end of the course, approximately 315 people obtained an employment contract. On April 21st, representatives of the Municipality of Milan will be present in Paris at the "Working together for integration" event to talk about the positive experience of Celav in front of representatives of the European Commission.
