NOTICE OF CALL OF PUBLIC FORUM
within the Strategic Environmental Assessment Procedure (SEA) referred to in Legislative Decree no. 152 of 2006 and subsequent amendments, referring to the proposed Implementation Plan for the Farini - Valtellina Unit of the Farini Special Zone of the Program Agreement pursuant to art. 34, Legislative Decree. n. 267/2000, for the urban transformation of the disused and disused railway areas located in the municipality of Milan called: “Scalo Farini, Scalo Romana, Scalo and station of Porta Genova, Scalo Basso di Lambrate, part of Scali Greco-Breda and Rogoredo, S. Cristoforo railway areas”, in correlation with the strengthening of the railway system in the Milan area. following the provision of the Preliminary Report/Scoping Document.

Given that:

• on 11 November 2021 with Management Resolution no. 9758/2021, the Strategic Environmental Assessment procedure has been started for the Implementation Plan relating to the Farini - Valtellina Unit of the Farini Special Zone governed by the Program Agreement;
• on 10 March 2022, as part of the aforementioned procedure, the preliminary report, or Scoping Document, was made available and the first SEA conference was convened;
• the aforementioned Scoping Document can be consulted: on the SIVAS website at the following address: https://www.sivas.servizirl.it/sivas/#/login/Procedure tab?Procedureid=1&Planid=123588 ; on the municipal website at the following address: https://www.comune.milano.it/aree-tematiche/urbanistica-ed-edilizia/pubblicazioni-urbanistiche
• the Proceeding Authority, in agreement with the Competent Authority, in line with what is indicated in the SEA Guidelines of the Municipality of Milan, approved on 25 November 2021 with managerial determination no. 10480/2021, decided to extend the methods of information and public participation in the procedure by calling a public forum in the preliminary consultation phase;

A PUBLIC FORUM IS CALLED FOR THE DAY Tuesday 29 March 2022 at 17.30 pm RELATING TO THE PRELIMINARY CONSULTATION PHASE OF THE STRATEGIC ENVIRONMENTAL ASSESSMENT OF THE PROPOSED URBAN IMPLEMENTATION PLAN "FARINI SPECIAL ZONE, FARINI UNIT - VALTELLINA". 

The meeting is dedicated to the illustration of the Preliminary Report/Scoping Document and to the consultation of citizens and sectors of the public in order to collect contributions on the setting of the Strategic Environmental Assessment of the Plan.

The Forum program includes:

1. Introduction regarding the operational rules of the Forum
2. Illustration of the urban planning procedure in the implementation process of the Scali Program Agreement and brief introduction of the contents of the proposed implementation plan (Urban Regeneration Directorate – Implementation Planning Area 1)
3. Description of the SEA process, recalling the municipal guidelines (Green and Environment Directorate, Water Resources and Environmental Hygiene Area
4. Illustration of the Preliminary Report/Scoping Document (Soc. Montana SpA)
5. Interventions by citizens and associations

The forum will take place remotely via the Microsoft Teams platform.

To participate in the Forum it is necessary to register at the following link application form and fill out the relevant membership form. Once registered, an email will be sent containing the link to participate in the event.

By filling out the registration form, the desire to participate during the Forum can be specified; in this case it is preferable that this communication is specified within 24 hours before the start of the same. It will be possible to request to intervene later, during the Forum, depending on the timing of the Forum itself.

We inform you that, starting from the date of publication of the Scoping Document no later than 8 April 2022, it is also possible to send any written contributions on the subject of the Forum to the following email address urb.atpa1@comune.milano.it , specifying "Implementation Plan "Farini Special Zone, Farini-Valtellina Unit - VAS - Forum 29 March 2022".
