Milan, March 9 2021 – A good result. The Milano Partecipa digital platform passes the examination of the first direct citizen consultation, returning 486 observations and 67 comments from the Air and Climate Plan, the strategic document of the Municipality of Milan with 49 actions for the reduction of air pollution to protect health and safety. environment, drawn up in response to the climate emergency declared by the City Council on 20 May 2019.

The document was approved by the Council on 15 October and adopted by the Council on 21 December. By the end of April it will return to the Chamber for counterarguments and the final green light. The results of the consultation were presented today in an online press conference.

"An important topic like the environment - explained the councilor for Participation, Active Citizenship and Open Data, Lorenzo Lipparini and the councilor for Mobility, Marco Granelli - deserved a broad and structured process of sharing with citizens and organized entities, which led us to organize meetings in all the municipalities, with the associations and stakeholders who responded to our public notice, with the Student Council and with the representation of the Milanese citizens drawn at random who made up our sample of participants This experience in particular - continues the councilor - has allowed us to create a balanced and representative sample of the Milanese who have dedicated time and effort and produced interesting ideas that will allow us to improve the discussion on the Plan which will now go to the Commission and the Council. These contents are added to the observations expressed on the platform, which for the first time allowed people to gather information, contribute, read everyone's proposals and interact. A broad and structured tool available to the Administration and citizens, which the health emergency has made even more essential to give continuity to the city's democratic participation policies".

The citizen consultation via digital platform began on 12 January and ended 45 days later, on 25 February. Open to anyone over the age of 16, resident in Milan and to so-called city users, it allowed participants to express their observations by writing them next to the text of the Plan, constituting actual personal amendments. Necessary requirement for access to the platform, to guarantee a certain and certified presence, is access to the platform with your SPID identifier.

Together with individual citizens (96% resident in Milan and 4% city users) who entered the highest number of observations (486), there were also 40 associations, bodies, political parties and stakeholders who contributed 148 observations, approximately 30% of the total.

In this second phase of the participation process, a randomly selected sample of citizens representative of the city's population by gender, age, nationality of origin and profession was also involved. During three work sessions the participants were able to learn about the Plan, learn more about it and sort the areas by priority

  1. Healthy and inclusive;
  2. Connected and accessible;
  3. Positive energy;
  4. Fresher;
  5. Aware

and make some recommendations. One above all: "Informing citizens and making them active subjects of change" (see attachment).

The process of the Air and Climate Plan

The Air and Climate Plan is the strategic plan of the Municipality of Milan for the reduction of air pollution to protect health and the environment, in response to the climate emergency declared by the City Council on 20 May 2019:

  • the process of developing the Air and Climate Plan begins on 4 October 2019 with Resolution no. 1653 of the Municipal Council which approved the guidelines and launched the participation process open to all citizens;
  • on 15 October 2020 the Municipal Council approves the participatory process and decides to send the Council a proposal for a resolution on the text of the Plan;
  • the Plan was adopted by the City Council on 21 December 2020;
  • the public collection of observations on the Air and Climate Plan took place for a period of 45 days, from 12 January to 25 February 2021.
